The Defense Counterintelligence an Security Agency (DCSA) is seeking motivated individuals for the position of Personnel Security Specialist within the Customer Liaison & Engagements (CLE) Program. This role supports transparency in Personnel Vetting operations, fosters customer partnerships, and enhances policies and processes to uphold the integrity and trustworthiness of the Federal workforce.

Applicant must have directly applicable experience that demonstrates the possession of the knowledge, skills, abilities and competencies necessary for immediate success in the position. Qualifying experience may have been acquired in any public or private sector job, but will clearly demonstrate past experience in the application of the particular competencies/knowledge, skills and abilities necessary to successfully perform the duties of the position.
You must have specialized experience sufficient to demonstrate that you have acquired all the competencies necessary to perform at a level equivalent in difficulty, responsibility, and complexity to the next lower grade GS/GG-11 in the Federal service and are prepared to take on greater responsibility.
Generally, this would include one year or more of such specialized experience.
Specialized experience for this position includes:
1. Collaborating with management officials and their staff responsible for the operation of department and agency personnel security and suitability programs to facilitate customer support for matters related to personnel security guidance and customer-facing automated systems (NBIS, CVS, PDT, e-QIP, FTS, SWFT, PIPS or similar system).
2. Providing guidance and interpretation to departments and agencies for their investigation programs and processes, Security, Suitability and Credentialing (SSC) programs and ensures compliance of governing public laws, Executive Orders (EO), regulations, policies, and guidance.
3. Conducting projects, studies, and surveys related to personnel security and suitability programs to gather information for process improvement and reporting functions.
4. Conducting presentations and trainings for users on external facing information technology programs used for personnel security based on the needs of the customer and to ensure the proper safeguarding of security information.
Specifically you will be evaluated on the following competencies:
1.Personnel Security - Apply personnel security principles and methods to process initial investigations, clearances, periodic re-investigations, and clearance upgrades/downgrades, suspension, revocations, terminations, reinstatements and to complete the adjudication, and appeals processes. Evaluate internal and external security clearance requests and ensures applicant's actions are consistent with regulatory requirements. Analyze and report on clearance and appeals findings to senior security officials and makes appropriate notifications.
2. Problem Solving - Identifies and analyzes problems; weighs relevance and accuracy of information; seeks/generates and evaluates alternative perspectives/solutions; makes timely/ effective recommendations, based on potential implications of findings or conclusions. Critically evaluates to identify the causes of problems and chooses courses of action that balance the interests of the mission and stakeholders.
3. Strategic Thinking - Formulates objectives and priorities and implements plans consistent with the long-term interests of the organization in a global environment that takes into consideration the environment, resources, capabilities, constraints, and organizational goals and values. Capitalizes on opportunities and manages risks and contingencies, recognizing the implications for the organization and stakeholders.
4. Customer Service - Anticipates and meets the needs of both internal and external customers. Delivers high-quality products and services; is committed to continuous improvement.
5. Communication - (written and oral) rights, responsibilities, management directives, policies, and/or regulations to employees, supervisors, and/or other pertinent individuals.

Substitution of education may not be used in lieu of specialized experience for this grade level.
