As a Supervisory Personnel Security Specialist at the GS-0080-14, you will be part of Facilities, Security, and Emergency Management, Office of Personnel Management. If selected, you will serve as the Branch Chief of the Adjudications and Clearance Processing Group under the general direction of the Division Director of Personnel Security. The incumbent manages a staff of personnel security specialists, and personnel security assistants.
Duties
Serves as the Personnel Security/Adjudications Officer for OPM Federal employees and contractor/vendor personnel serving in Suitability/Fitness and National Security positions or contracts, and, as such, is responsible for designating and approving the sensitivity levels of every position, determining the appropriate levels of investigation, continuous vetting processing, making final suitability/fitness and security determinations, and granting access clearances (up to Top Secret) on all Federal employee and contractor/vendor applicant/employee personnel, as appropriate, under applicable Executive Orders and other authorities.
Determines that Federal applicants/employees and contractor applicants/employees are suitable or are not suitable to work for OPM or on OPM contracts, or that any necessary security clearances should be suspended, denied or revoked.
Oversees the FSEM e-Clearance and e-APP (Electronic Application), e-delivery of completed investigations and other databases and automated processes required for personnel security processing.
Serves as liaison with other Federal security offices and staff on matters pertaining to personnel security.
Assists the Agency Contracting officer and other divisions/centers in contracts relating to contractor's fulfillment of National Industrial Security Program (NISPOM) requirements and contractual requirements in the area of security.
Serves as principal advisor to FSEM on all aspects of the Branch functions.
Manages and oversees the preparation of letters of interrogatory, letters of proposed action, advisory opinion letters, letters of official decisions to individuals and contractors, and letters to other OPM or government offices, Members of Congress, and others on such matters as explanation of actions taken, interpretation of regulations, or answers to questions regarding suitability or security matters on cases processed within the Branch.
Reviews and/or provides guidance in processing of certain cases, such as those involving complex, potentially controversial, or sensitive issues.
Drafts policy, regulations, and implementation guidelines for OPM in the personnel security program, suitability/fitness and security matters, and clearance management areas.
Conducts research, including consulting with relevant stakeholders, to ensure a comprehensive understanding of current policies and their impacts, and identifies areas that require attention or improvement.
Identifies problems or issues that require policy intervention and clearly defines the objectives and goals that the policy intends to achieve. Ensures language is clear, concise, and accessible for target audiences.
Develops communication strategies to inform employees and stakeholders about new or updated policies, translates policies into operational procedures, provides training sessions to ensure understanding and compliance with policy, develops plans for rolling out new and updated policies, develops mechanisms to ensure compliance with policies, monitors policy acceptance and implementation, evaluates impact on an ongoing basis to assess effectiveness, and periodically updates policies to address unforeseen issues, changing circumstances, or new initiatives, directives, laws, etc.
Determines and prepares annual staffing and budget needs, prepares justifications, and negotiates amendments to incorporate newly funded initiatives or newly issued executive orders, policies and/or directives.
Serves as the Division's technical expert for the Security Case Management System, which includes providing guidance for system development and maintenance of Trusted Workforce performance metrics.
Qualifications
For the GS-14 Grade Level: You must have at least one year of specialized experience which is equivalent in difficulty and complexity to the GS-13 grade level in the Federal Service (obtained in either the private or public sector) which demonstrates the following:
Overseeing the designation and approval of position sensitivity levels of Federal employees, contractors, and vendors;
Determining the suitability of Federal applicants/employees and contractor applicants/employees;
Overseeing the electronic application, clearance, and delivery of completed investigations;
Managing the preparation of official letters to explain actions taken, interpretation of regulations, or to answer questions regarding suitability or security matter cases; and
Developing communication strategies to inform employees and stakeholders about new or updated personnel security policies.
Merit promotion applicants must meet the time-in-grade requirement as defined in 5 CFR 300, Subpart F.
One year at the GS-13 grade level is required to meet the time-in-grade requirements for the GS-14 grade level.
