This is a Direct Hire Authority (DHA) solicitation utilizing the DHA for Certain Personnel of the DoD Workforce to recruit and appoint qualified candidates to positions in the competitive service.
About the Position: Serves as a United States Army Acquisition Support Center (USAASC) Senior Human Resources (HR) Specialist and Team Leader, awards program manager and the Director, Acquisition Career Management Office Liaison.
Duties
Utilize a wide range of HR practices, laws, regulations, policies, and precedents sufficient to provide expert HR management advisory and technical services on complex and wide-impacting customer functions and work practices.
Use detailed analytical methods to identify, evaluate, and recommend in-depth alternatives with impact analyses to management to find appropriate HR solutions.
Develop and provide briefings to managers to foster understanding and acceptance of findings and recommendations.
Analyze complex cases involving interpretation of human resource regulations and laws to recommend an appropriate course of action.
Advise managers and supervisors on staffing requirements, resources, and problems in assigned offices involving a high degree of complexity.
Requirements

- Business travel may be required up to 10% of the time.

Specialized Experience: One year of specialized experience which includes: 1) Providing integrated federal civilian human resources advisory services to managers/supervisors on recruitment and placement principles, polices, laws, regulations, and practices; 2) Analyzing federal civilian human resources data to develop solutions to reduce time to hire and address organizational recruitment challenges; 3) Leading federal civilian human resources projects or initiatives; AND 4) Providing technical advice and quality control review to federal civilian human resources team members.
This typically includes work performed at the next lower grade/level NH-02 (GS-11) position in the federal service.
