About the Position: This position is with the Office of the Chief of Army Reserve, Deputy Chief of Staff, G-1, located at Fort Belvoir, Virginia.

Duties

Oversee the management of military personnel policies, readiness and manpower requirements for the United States Army Reserve (USAR). Manage communication with USAR senior leaders and USAR and Army staff agencies for resolution of program issues. Function as the qualified representative with the authority to act on behalf of the OCAR G-1 in their absence. Direct supervision of civilian/military personnel and day-to-day operations on behalf of OCAR G-1. Direct the submission of changes to current legislation and proposals for new legislation at the Federal Level, to enhance USAR personnel management. Plan and direct short - and long - term programs to achieve goals and objectives based on new or revised legislation or directives. Ensure timely action on Congressional response requests, external/internal taskers, administrative requirements and other inquiries relating to personnel policy. Collaborate with external organizations, including but not limited to, Army G-1, Assistant Secretary of the Army, OSD, TRADOC, G-9, USARC, HRC, USAREC and Joint Staff on all matters related to USAR military personnel policy. Provide career enhancing opportunities and ensure the professional development for both military and civilian personnel of the G1.

Specialized Experience: One year of specialized experience at a high level executive component which includes: Developing and implementing policy and program guidance in all areas of a Military Human Resources Management program throughout the Component; Providing procedural guidance and direction on Human Resources operations to staff to improve efficiency; Managing Human Resources program operations through establishing priorities, work schedules and the assignment and evaluation of work; Reviewing Human Resources decisions and courses of action to ensure they are consistent with laws and regulations. Analyzing data and reports from automated databases to determine the most efficient and effective automated systems approaches for management. Applying military HR management (HRM) principles, concepts, regulations, and practices, analytical methods and techniques to: generate new concepts, legislative proposals/principles and appropriate methods to correct deficiencies in HRM throughout the DOD/Department of the Army which impact the structure and organization of the USAR. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-14). Some federal jobs allow you to substitute your education for the required experience in order to qualify. For this job, you must meet the qualification requirement using experience alone--no substitution of education for experience is permitted.
