About the Position: Serves as the Command, Headquarters, Department of the Army (HQDA) Human Resources Director for civilian and military human resources programs and operations. Plans, develops, directs, and administers a comprehensive human resources management program for civilian appropriated and non-appropriated fund employees and military personnel throughout the HQDA command. Serves as advisor to Secretary of the Army, Chief of Staff, Principal Officials, managers and senior staff.
Duties
Coordinate actions with other Army Civilian Personnel Advisory Centers who service subordinate organizations located throughout CONUS.
Ensure determinations and decisions concerning major policy and courses of action are consistent with laws and regulations governing the administration of civilian personnel.
Providing advice and guidance in a wide range of civilian personnel functions of labor relations; management employee relations; position management and classification; recruitment and placement; and workforce development and training.
Supervise an immediate staff of Division Chiefs, Action Officers, and support personnel involved in the full range of human resources management functions.
Provide overall management, leadership, direction, obtaining affirmative cooperation in meeting the basic objectives of the DoD Program for Stability of Civilian Employment, and is the Army principal point of contact in the region.

Specialized Experience GS-15: One year of specialized experience in providing technical assistance and professional leadership involved in policy formulation and execution of civilian human resources program, as well as the review and analysis of civilian and military human resources management practices identifying problem areas and coordinating corrective action. Utilizing both oral and written communication to convey intricate human resources data and provide analysis succinctly tailored to the diverse needs of various audiences to include senior management.

Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-14).
