Duties
To serve as a Human Resources Specialist (Recruitment & Placement) with responsibility for planning, developing and carrying out the full range of recruitment, placement and related management advisory services for assigned organizations in support of the DAU mission.
Provides recruitment and placement services by processing a variety of requests for personnel actions to fill such positions and/or to promote, reassign, or otherwise place employees. Establishes reporting dates, and coordinates with all responsible personnel to insure pre-employment requirements are met in a timely manner.
Performs recruitment and placement, and merit principle based employment advisory services. Identifies the true nature of management problems and considers them from the total personnel management viewpoint. Explains staffing policies, processes, systems and applicable regulatory and policy to leadership, customers and assigned organizations.
Provide technical assistance to assigned organizations regarding justification for use of special salaries, recruitment bonuses, retention allowances and other authorities.
Partners with assigned organizations to coordinate recruitment needs to ensure candidates possess the desired knowledge, skills, and abilities. Research and explore methods for screening and assessing candidates. Ensure strategies support Diversity and Inclusion and DoD Human Capital strategic plans, accountability and assessment requirements.
Applies comprehensive knowledge of automated personnel systems such as USA Staffing and Defense Civilian Personnel Data System to support the internal customer as well as the external recruitment process. Manage Request for Personnel Actions from cradle to grave, provide assistance/advice in all stages of the recruitment process.
Provides advisory services to include defining issues, determining applicable precedents, laws or regulations, identifying the most effective approach, and validating the correctness and propriety of authoritative actions to be taken.
Perform other duties as assigned.

- Incumbent may be required to obtain and maintain an appropriate security clearance.
- You may be required to serve a one (1) year probationary period.
- The incumbent of this position may be required to work overtime, irregular shifts, and/or on the weekend.
- Work may require travel away from the normal duty station on commercial aircraft.
Qualifications
You must have specialized experience directly relating to the specific duties of the position, and demonstrate that you have the required knowledge, skills, and abilities to perform successfully with the experience that demonstrated a practical knowledge in:
Specialized Experience for NH-02: One (1) year of specialized experience at the next lower broadband, NH-01, equivalent to the next lower grade, GS-04 or equivalent, in other personnel pay systems including experience as follows:
Experience with the full range of Federal HR affirmative employment, recruitment, placement and merit systems principles, concepts, policies, regulations, and analytical techniques.
Experience with other HR processes sufficient to relate recruitment and placement issues to them.
Experience in applying basic principles, provisions, laws, regulations, practices, and techniques of staffing and recruitment.
Experience in troubleshooting by researching and applying findings to resolving difficult problems that do not have specific guidance or precedence, associated with providing comprehensive recruitment and placement advisory services.
Experience that involves recruiting, performing job analysis, workforce planning and analysis, and advising management, attracting and retaining a high quality and diverse workforce.
Specialized Experience for NH-03: One (1) year of specialized experience at the next lower broadband, NH-02, equivalent to the next lower grade, GS-11 or equivalent, in other personnel pay systems including experience as follows:
Experience with the full range of Federal HR affirmative employment, recruitment, placement and merit systems principles, concepts, policies, regulations, and analytical techniques.
Experience with collection and utilization of HR data to help leadership make decisions.
Experience in interpreting and applying principles, provisions, laws, regulations, practices, and techniques of staffing and recruitment.
Experience in troubleshooting and resolving difficult problems that do not have specific guidance or precedence, associated with providing comprehensive recruitment and placement advisory services.
Experience that involves recruiting, performing job analysis, workforce planning and analysis, and advising management, attracting and retaining a high quality and diverse workforce.
Quality Ranking Factor:

PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
Education
Substitution of Education for Experience for NH-02: Four years of successfully completed education above the high school level in any field for which high school graduation, or the equivalent, is a prerequisite may be substituted to meet the specialized experience required.
There is no substitution of education for experience at the NH-03.
