About the Position: Serves as a senior staff-level civilian Human Resources (HR) Specialist with responsibility for providing technical advice and guidance regarding a wide variety of civilian HR program areas to all levels of management officials within one of the three Installation Management Command (IMCOM) Directorate (ID).
Duties
As a Human Resources Specialist, you will perform the following duties which is not an all-inclusive list:
Advises on a wide variety of civilian HR program areas to include position management and classification, recruitment and placement, performance management, incentive awards, workforce and leader development and other special programs.
Serves as a staff advisor on workforce development program and performance management to include employee recognition.
Develops and issue guidance in the form of policies, SOPs, and program objectives.
Plans, develops, and evaluates current performance management and employee recognition programs, and anticipate training needs to assist in formulating master training plans.
Manages performance and training administration systems to ensure data integrity and to provide comprehensive and reliable documentation and reporting of metrics.
Requirements
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- Must be able to obtain and maintain a secret security clearance. If the security clearance is denied or revoked, the individual may be denied or removed from the position, accordingly.
- Business travel required 20% of the time.
Qualifications
The Installation Management Command (IMCOM) Directorate - Training (ID-T) is responsible for the Mission Command and leadership of 17 US Army Garrison commands and Support Activities that deliver and integrate Base Support services on Army installations to enable Army readiness. ID-T is aligned with the Training and Doctrine Command (TRADOC), the U.S. Military Academy, and the U.S. Army War College and is physically located at Joint Base Langley-Eustis, thereby, better enabling close collaboration with HQ TRADOC.

Specialized Experience: One year of specialized experience which includes: 1) Experience in directing/advising civilian human resource practices in areas of workforce development and performance management; 2) Evaluating and recommending overall plans and proposals for complex projects in areas of workforce development and performance management; and 3) Interpreting and analyzing data extractions or reports from automated HR databases in areas of workforce development and performance management. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-12).
