About the Position: This position is a DOD Cyber Excepted Service (CES) personnel system position in the Excepted Service under 10 USC 1599f. Employees occupying CES positions are in the Excepted Service and must adhere to U.S. Code, Title 10, as well as Department of Defense Instruction 1400.25.
Serves as the Human Resources (HR) Officer, responsible for directing 93rd Signal Brigade's human resources program.
Duties
Direct a geographically dispersed Brigade Human Resources (S1) function providing human resources management service and civilian personnel
advice
on classification, placement and recruitment, employee-management relations, labor relations, employee development, and associated programs together with personnel management reporting and program evaluation
Advise Brigade leadership and staff on civilian personnel policies and program objectives in terms of support to mission objectives.
Serve as technical advisor on all matters pertaining to headquarters military human resources management and policy.
Initiate and lead studies and projects through planning and analysis as it relates to the measurement of program success and achievement of objectives.
Develops brigade-specific policies and serves as the accountable officer for corporate human capital actions in areas including staffing strategy and placement, pay setting,
workforce development, workforce restructuring and implementation, employee/labor relations, incentive awards, and/or other special programs affecting the workforce.
Author/modify human resource policies, incentive and training programs and coordinates efforts to establish human capital sustaining policies and procedures as the mission dictates.
Participate in early planning stages related to significant changes in mission and management resources to determine effect on functions, structures, and staffing of the civilian work force.
Provides staff level advice and consultation to 93d Signal Brigade Commander, Headquarters management, RNEC GS-15 Directors, and CPACs in the various human resource programs on specific and Brigade-wide issues.
Directly supervise 8 civilian employees, 1 being a subordinate leader position (GS-07 to GS-13), and 4 military personnel, 1 being a subordinate leader position (2
SPCs, 1 SGT and 1 CPT).
Positions supervised provide administration and management of the human resources personnel program.
Requirements
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- Three year trial/probationary period may be required.
- One-year supervisory probationary period required. A one-year probationary period is required if the selectee has not previously met this requirement.

applying functional expertise in civilian personnel management regulations, policies, processes and analytical tools in support of civilian workforce planning and management specific to the cyber workforce; composing complex correspondence related to the delivery, administration and legality of human resources (HR) functions; leading HR projects, studies and/or collection of data to monitor and prepare reports detailing HR initiatives; and providing guidance on Civilian Human Resources Management policies and flexible alternatives to resolve Human Resource issues.
