About the Position: Serves as a Human Resources (HR) Specialist at the Headquarters Department of Army (HQDA) level in the Assistant G-1, Civilian Personnel (CP), Benefits and Compensation Division, located in Fort Belvoir, VA.
Position may be filled as a Term Appointment NTE 3 Years. Term appointments may be extended beyond of six (6) years, up to eight (8) years.
Duties
Provide expert advice, guidance, and/or policy interpretation on a wide range variety of civilian human resources (HR) issues.
Monitor trends in productivity and the effectiveness of tools designed to assist with productivity.
Address civilian HR complex issues to provide solutions and options.
Provide advice, guidance and/or policy interpretation of Permanent Change of Station (PCS), travel regulations
Address, analyze and manipulate data to refine/develop business processes.
Conduct special studies and/or projects analysis.
Requirements
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- Must obtain and maintain a Secret Security Clearance.

In order to qualify, you must meet the experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). Specialized Experience: One year of specialized experience which includes providing interpretation, advice, or guidance of Federal laws, executive orders, directives and/or decisions in civilian personnel policy and/or procedures; analyzing reports/trends to assure conformity with civilian personnel policy and procedures; advising on projects related to civilian life cycle functions such as Permanent Change of Station (PCS), entitlements; and providing recommendations to solutions on cases which are controversial and/or precedent setting. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-12).

Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-12).
