Duties

As a HUMAN RESOURCES SPECIALIST at the GS-0201-9/11/12 some of your typical work assignments may include: Advise on a range of civilian HR management functions which includes requirements, accessions, sustainment, and separations. Provide advice on organization and position design, utilizing knowledge of position management and classification. Coordinate hiring actions by assisting management in the preparation of documentation for waivers, advance pay, relocation and recruitment bonuses/incentives, etc. Ensures that actions are prepared in accordance with agency/Office of Personnel Management (OPM)/DoD procedures and coordinates as appropriate to ensure that actions/requests meet pre-employment requirements. Establish and maintain contact with representatives within the government, private industry, and educational institutions; develops and/or coordinates with Division and Agency staff to develop memoranda of understanding (MOU) and to ensure that actions are accomplished in accordance with applicable Agency/OSD/OPM requirements. Assist management in the preparation of documentation for relocation and recruitment bonuses/incentives.

Qualifications

You may qualify at the GS-09, if you fulfill the following qualifications: A. One year of specialized experience equivalent to the GS-07 grade level in the Federal service: Experience in providing advisory services in the areas of staffing, special employment programs, and classification. Determine eligibility and qualification requirements of job applicants for specific positions. Develop vacancy announcements; reviewing personnel actions for accuracy; and researching personnel and pay issues. OR B. Masters degree or 2 full years of progressively higher level graduate education leading to such a degree or LL.M., if related. Such education must demonstrate the knowledge skills and abilities necessary to do the work. Education must be from a college or university accredited by an organization approved by the U.S. Department of Education. See http://ope.ed.gov/accreditation/Search.aspx. If using education to meet basic qualifications, YOU MUST SUBMIT A TRANSCRIPT as supplemental documentation. You may qualify at the GS-11, if you fulfill the following qualifications: A. One year of specialized experience equivalent to the GS-09 grade level in the Federal service: Experience applying a wide range of civilian human resources regulations, policies and guidance to complete duties. Advise management on recruitment methods and strategies; conducting research to solve complex human resources situations. Utilize automated HR systems (such as Defense Civilian Personnel Data System (DCPDS), USAStaffing, Electronic Official Personnel Folders (eOPF), USAStaffing, and the Fourth Estate Manpower Tracking System (FMTS), etc.). OR B. A Ph.D or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position. You may qualify at the GS-12, if you fulfill the following qualifications: A. One year of specialized experience equivalent to the GS-11 grade level in the Federal service: Experience advising on a range of civilian HR management functions which includes recruitment, accessions, and sustainment. Experience coordinating hiring actions and assisting management in the preparation of various documentation, including recruitment incentives, pay setting, and non-competitive actions. Experience providing advice and assistance regarding hiring practices associated with a variety of special recruitment programs and programs based upon special appointing authorities. Experience providing advice and guidance regarding a variety of employment activities such as reassignment, detail, career assistance transition programs, priority placement program (PPP), pay setting, time-in-grade, and recruitment incentives; and using automated HR systems (such as Defense Civilian Personnel Data System (DCPDS), USAStaffing, Electronic Official Personnel Folders (eOPF), USAStaffing, and the Fourth Estate Manpower Tracking System (FMTS), etc.). Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Education

Substitution of education may not be used in lieu of specialized experience for the GS-12 grade level.

GRADUATE EDUCATION: One academic year of graduate education is considered to be the number of credits hours that your graduate school has determined to represent one academic year of full-time study. Such study may have been performed on a full-time or part-time basis. If you cannot obtain your graduate school's definition of one year of graduate study, 18 semester hours (or 27 quarter hours) should be considered as satisfying the requirement for one year of full-time graduate study.

FOREIGN EDUCATION: If you are using education completed in foreign colleges or universities to meet the qualification requirements, you must show that the education credentials have been evaluated by a private organization that specializes in interpretation of foreign education programs and such education has been deemed equivalent to that gained in an accredited U.S. education program; or full credit has been given for the courses at a U.S. accredited college or university.
