This is a Direct Hire Authority (DHA) solicitation utilizing the DHA for Certain Personnel of the DoD Workforce to recruit and appoint qualified candidates to positions in the competitive service.
About the Position: Serves as a Human Resources Specialist performing generalist duties in support of USAASC Headquarters (HQ) and the Program Executive Offices (PEOs).
Duties
Utilizes an expert level knowledge of Army civilian personnel principles, concepts, and techniques.
Designs and conducts studies and analyses of Human Resources Programs and Policies.
Analyze and develops procedural guidance in the form of policy and program objectives.
Meets with key customers and coordinating officials to explain awards program management, civilian personnel policy and procedures.
Perform duties in a variety of areas including, but not limited to, Honorary and Incentive Awards Management, Human Resources Policy, Recruitment and Placement, Staffing, Position Management and Classification, and Labor/Management-Employee Relations
Requirements

- One year trial/probationary period may be required.

- This is an Army Acquisition, Logistics and Technology Workforce position.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). Specialized Experience: One year of specialized experience includes experience analyzing human capital programs or civilian personnel programs in the areas of advanced Human Resources principles, concepts, practices, and techniques; evaluating program effectiveness, identifying issues, drawing conclusions, determining courses of action, or providing leadership technical guidance in order to develop innovative solutions to complex problems and precedent-setting initiatives. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (NH-02 or GS-11).
