About the Position: This position is located at HQ TRADOC, G-1/4, Fort Eustis, VA. Fort Eustis, Virginia is located in Newport News, between historic Williamsburg and Virginia Beach. Local Transportation via the Hampton Roads Transit (HRT) bus service to the surrounding area which includes Hampton, Norfolk, Portsmouth, Chesapeake and Virginia Beach, York County, Gloucester, Suffolk, and Smithfield.
This is a developmental position to the GS-13.
Duties
Serve as a senior Human Resource Specialist with responsibility for participating in the following command personnel programs: 1) labor management employee relations (LMER); 2) program evaluation; 3) HR/Leader development.
Plan, conduct and complete studies and projects in cited program areas, providing staff-level advice and service throughout the command as a senior personnel management specialist.
Develop guidance, procedures and standards for new and changing program areas.
Promote establishment and achievement of program objectives throughout the command: implementing higher headquarters direction; providing interpretation and instructions on laws, regulations, policies and procedures and issuing guidance on problems.
Serve as the principal action officer on special assignments and requests for interpretive guidance in specific program areas.
Perform quantitative and qualitative analysis of data and information in a variety of personnel and resource systems in order to provide objective, accurate, and relevant rationale in support of program objectives, recommendations, and outcomes.

- This position requires the incumbent be able to obtain and maintain a determination of eligibility for a Secret security clearance or access for the duration of employment.
- This position has a Temporary Duty (TDY) or business travel requirement of 10% of the time away from the normal duty station.
- Position is subject to a one-year probationary period unless the requirement has previously been met.

GS-11 Grade Level: Specialized Experience: One year of specialized experience which includes: 1) Experience analyzing and recommending appropriate HR approaches, methods, practices to resolve problems; 2) Experience researching laws regulations, policies, and established procedures; AND 3) Experience providing guidance and assistance to managers and leaders across a Command in Civilian HR Programs or initiatives. This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-09).

Education: Ph. D or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position, such as Human Resources.
OR
Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the second year (total graduate semester hours minus 36) by 18. Add the two percentages.
Some federal jobs allow you to substitute your education for the required experience in order to qualify. For this job, you must meet the qualification requirement using experience alone--no substitution of education for experience is permitted.
GS-12 Grade Level: Specialized Experience: One year of specialized experience which includes: 1) Experience analyzing and determining techniques sufficient to identify, evaluate, and recommend appropriate HR approaches, methods, practices to resolve interrelated HR problems; 2) Experience researching laws regulations, policies, and established procedures; AND 3) Experienceproviding guidance and assistance to managers and leaders across a Command in Civilian HR Programs or initiatives. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service equivalent to GS-11.
GS-13 Grade Level: Specialized Experience: One year of specialized experience which includes: 1) Experience managing one or more Command level programs (e.g. management employee relations (MER); staffing; position classification/organization design; program evaluation); 2) Experience drafting command policies and regulations; 3) Experience researching laws, regulations, policies, and established procedures; AND 4) Experience providing guidance and assistance to managers and leaders across a Command in Civilian HR Programs or initiatives. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service equivalent to GS-12.
