About the Position: This position is in the Defense Civilian Intelligence Personnel System (DCIPS). Employees occupying DCIPS positions are in the Excepted Service and must adhere to U.S. Code, Title 10, as well as Department of Defense Instruction 1400.25. This position is located at the National Ground Intelligence Center, Enterprise Operations Directorate, Personnel Division, Charlottesville, VA 22911.

Duties

Serves as the Management Support Specialist, responsible for a wide variety of management, personnel, and administrative support services, under the supervision of the Chief, Human Capital Office (S1), National Ground Intelligence Center (NGIC). Provides knowledge of the policies, regulations and precedents applicable to human resource management needed to implement and manage the DCIPS program. Provides advisory services to Center employees concerning Defense Civilian Intelligence Personnel System (DCIPS) matters Participates in meetings with and advises the Center's leadership on a variety of civilian personnel management and administrative issues. Serves as liaison with the servicing Civilian Personnel Advisory Center (CPAC) in the processing and tracking of civilian personnel actions. Reviews and initiates requests for civilian personnel actions utilizing the Defense Civilian Personnel Data System (DCPDS) and ensuring they are in compliance with policies and regulations. Performs administrative functions (coordination, implementation, maintenance, and evaluation) for civilian personnel matters within the Center. Administrative functions may include, but are not limited to, job descriptions, promotions, organizational realignments and reassignments, recruitment, awards administration, drug testing program, and other programs and projects.

Requirements

  • Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
  • Must be able to obtain and maintain a Top Secret security clearance based on an SBI with eligibility for sensitive compartmented information (SCI).
  • In accordance with Change 3 to AR 600-85, Alcohol and Drug Abuse Prevention and Control Program, individual must successfully pass a urinalysis screening for illegal drug use prior to appointment and periodically thereafter.
  • All INSCOM employees may be subject to extended TDY or worldwide deployments during crisis situations to perform mission essential functions as determined by management.
  • Temporary Duty (TDY) travel may occasionally be required.

This definition of specialized experience is typical of work performed at the next lower grade/level in the federal service (GG/GS-07).
