About the Position: This position is in the Defense Civilian Intelligence Personnel System (DCIPS). Employees occupying DCIPS positions are in the Excepted Service and must adhere to U.S. Code, Title 10, as well as Department of Defense Instruction 1400.25. This position is located at the National Ground Intelligence Center, Enterprise Operations Directorate, Personnel Division, Charlottesville, VA 22911.
Duties
Serves as the Management Support Specialist, responsible for a wide variety of payroll management, personnel, and administrative support services, under the supervision of the Division Chief , Human Capital Office (HCO), NGIC.
Provides knowledge of the policies, regulations and precedents applicable to payroll, leave, and benefits needed to implement and manage human resource programs.
Provides advisory services to Center employees concerning Defense Civilian Intelligence Personnel System (DCIPS) matters.
Responsible to ensure payroll and leave procedures and policies are established and met.
Participates in meetings with the Center's leadership to address a variety of civilian personnel management and administrative issues.
Serves as liaison with the servicing Civilian Personnel Advisory Center (CPAC) and the Defense Finance Accounting Service (DFAS) in the processing and tracking of civilian personnel and pay actions.
Provides administrative guidance, advice and assistance in all areas of civilian personnel.
Reviews and initiates requests for civilian personnel actions utilizing the Defense Civilian Personnel Data System (DCPDS) and the Defense Civilian Pay System (DCPS).
Performs administrative functions for civilian personnel matters within the Center such as, but not limited to, leave administration, compensation, benefits, Employee Assistance Program (EAP), and Voluntary Leave Transfer Program (VLTP).
Reviews personnel action requests submitted to ensure compliance with policies and regulations.
Responsible for administering the awards program in compliance with policies and regulations.
Responsible for administering the drug testing program in compliance with policies and regulations.
Requirements
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- Must be able to obtain and maintain a Top Secret security clearance based on an SBI with eligibility for sensitive compartmented information (SCI).
- In accordance with Change 3 to AR 600-85, Alcohol and Drug Abuse Prevention and Control Program, individual must successfully pass a urinalysis screening for illegal drug use prior to appointment and periodically thereafter.
- All INSCOM employees may be subject to extended TDY or worldwide deployments during crisis situations to perform mission essential functions as determined by management.
- Temporary Duty (TDY) travel may occasionally be required.

This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GG/GS-11).
