About the Position: This is a Supervisory Human Resources Specialist position with the Defense Health Agency DHA Central NC Market, Clinical Operations, Network 6 IOC Positions.
Tour of Duty/Working Schedule : Monday through Friday 0800 to 1700.

This is a Key Position.
Duties
Direct and manage functional operating programs to provide and/or coordinate comprehensive Human Resources services.
Evaluates performance and initiates appropriate remedial action for performance or conduct deficiencies.
Resolve complex or intricate HR issues and problems.
Develops and provides policy guidance on a wide range of recruitment and placement strategies.
Provide management advisory services and support affecting highly complex, frequently changing organizations with a wide variety of difficult position and personnel actions which are often sensitive and extremely difficult in nature.
Develops short and long range staffing plans to meet forecasted mission requirements.
Participates in designing and planning a future workforce.
Requirements
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- A Tier 3 Personnel Security Investigation is required.
- This position is designated as a Key Position and shall not be vacated during a national emergency or mobilization.

Specialized Experience: To qualify based on your experience, your resume must describe at least one year of experience which prepared you to do the work in this job. Specialized experience is defined as: Experience leading and supervising a large team of HR professionals; providing comprehensive management advisory services on recruitment and staffing concepts, laws, policies and practices in the Federal civilian service; developing and presenting recommendations and alternatives to senior management officials to resolve complex human resources management issues and problems in the Federal civilian service; utilizing human resources data system(s) and applications to enter and analyzes personnel data, produce reports, ensure data integrity, and improve work efficiency and effectiveness.

Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-13).
