About the Position: Serve as a Human Resources Specialist for the Assistant Secretary of the Army (M&RA), Deputy Assistant Secretary of the Army, Civilian Personnel, located in Fort Belvoir, Fairfax, VA.

Duties

Serve as a human resources specialist conducting comprehensive civilian human resources management evaluations/audits/studies for compliance with applicable laws, rules, and regulations. Review an organization's human resources policies and personnel actions for accuracy, regulatory compliance, and adherence to established standards. Analyze an organization's human resources program activities and policies for compliance. Conduct interviews and focus groups of employees and managers to assess the effectiveness of an organization's human resources program. Examine specific conditions, operations, policies, and procedures associated with the human resources specialty area of the organization to resolve critical program issues and weaknesses. Prepare audit findings, consolidate information, and develop comprehensive reports.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience; if qualifying based on education, your transcripts will be required as part of your application. Specialized experience is defined as: analyze policies and procedures involving at least two of the following civilian human resources disciplines: recruitment and staffing, classification and position management, pay, leave, employee relations, or performance management; research and evaluate criteria to resolve complex civilian human resources issues; ensure compliance with existing civilian human resources policies and procedures; develop and deliver briefings, reports, and correspondence. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-12). You will be evaluated on the basis of your level of competency in the following areas: ComplianceProblem SolvingTechnical Competence Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-12).
