About the Position: This position is in the Defense Civilian Intelligence Personnel System (DCIPS). Employees occupying DCIPS positions are in the Excepted Service and must adhere to U.S. Code, Title 10, as well as Department of Defense Instruction 1400.25. This position is located at the US ARMY INTELLIGENCE AND SECURITY CMD ACofS, G1 MILITARY HUMAN RESOURCES DIVISION FORT BELVOIR, VA.
Duties
Serve as supervisory Human Resources (HR) Specialist for one or more functional areas of Military HR management functions: Man, the Force; and Provide, Coordinate, and Conduct Military HR Services and Support of Soldiers dispersed world-wide.
Serve as subject matter expert over all facets of military HR management. Manages and administers HR programs command-wide; S1 functions for the HQs, INSCOM providing requisite BN level S1 HR Support; and serve as the Command Strength Manager.
Administer Department of the Army Systems: i.e., Electronic Military Personnel Office (eMILPO); Enlisted Distribution Assignment System (EDAS); Web EDAS; Total Army Officer Personnel Mgt Info System (TOPMIS II); Force Mgt System (FMSWeb); etc.
Administer other HR Automation Systems: i.e., Assignment Interactive Module (AIM2); Army Career Tracker (ACT); Personnel Authorizations Module; etc., to include MS Word, Excel, Access, and Powerpoint.
Develop, interpret, and provide guidance, supplemental guidance, and advice on highly complex Army policies, regulations, and procedures for staff officials and subordinate commanders regarding a wide variety of military personnel actions.
Prepare and brief senior leaders, staff elements, and MSC S1 Staff on current and new HR initiatives and programs as required. Provide narrative and statistical data.
Equitably assigns work among employees and provides expert direction for analytical agenda, evaluate employee performance, recommends training, awards or disciplinary action and approve leave.
Requirements
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- Two year trial/probationary period may be required.
- In accordance with Change 3 to AR 600-85, Alcohol and Drug Abuse Prevention and Control Program, individual must successfully pass a urinalysis screening for illegal drug use prior to appointment and periodically thereafter.
- Must be able to obtain and maintain a Top Secret security clearance based on a T5 (or equivalent level) investigation with eligibility for sensitive compartmented information (SCI).
- TDY will be required 25% or less of the time.
- All INSCOM employees may be subject to extended TDY or worldwide deployments during crisis situations to perform mission essential functions.
