About the Position: This position is located at Civilian Personnel Action Center, Fort Eustis, VA. Fort Eustis, Virginia. Remote Work or 100% Tele-work at the GS-11 grade level ONLY, may be considered for selectee (s) at this grade level. This is a developmental position to the GS-11.

Duties

Provides continuing HR services to identify best practices for successful implementation of CHRA and customer goals and objectives. Utilizes a wide range of HR practices, regulations, and precedents sufficient to: provide comprehensive HR management advisory and technical services on substantive organizational functions and work practices. Provides position management and classification support to assigned organizations under various personnel systems. Provide staffing advisory services based on Commands local, regional, or national staffing priorities and takes proactive measures to anticipate the organizations needs by pre-positioning work products in expectation of new projects and programs. Knowledge of current HR database systems to query, retrieve, and analyze information in order to complete assignments.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience; if qualifying based on education, your transcripts will be required as part of your application. Specialized Experience GS-09: One year of specialized experience which includes work that involves: 1) using fundamental civilian human resources methods, principles, and practices of recruitment and placement to advise and guide managers, supervisors, employees and applicants; 2) analyzing and resolving civilian human resource recruitment and placement issues; 3) using automated civilian human resource systems to write vacancy announcements to hire Federal civilian positions such as USA Staffing. This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-07). OR Education: Master's or equivalent graduate degree or 2 full years of progressively higher-level graduate education leading to such a degree in any field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position. OR Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the first year (total graduate semester hours minus 18) by 18. Add the two percentages. Specialized Experience GS-11: One year of specialized experience which includes: 1) researching and interpreting Federal civilian human resources laws, regulations, principles and practices to provide advisory services to management on civilian staffing and recruitment matters; 2) using automated civilian human resource systems to write vacancy announcements to hire Federal civilian positions such as USA Staffing; 3) analyzing and resolving civilian human resource recruitment and placement issues; AND 4) use regulations to set pay across a variety of situations and pay tables. This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-09). OR Education: Ph. D or equivalent doctoral degree or 3 full years of progressively higher-level graduate education leading to such a degree in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position, such as Human Resources. OR Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the second year (total graduate semester hours minus 36) by 18. Add the two percentages. Time in Grade Requirement for the GS-11: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the second lower grade or equivalent (GS-09).
