About the Position: This position is with the Office of the Chief Army Reserve, Army Reserve Installation Management Directorate, Asset Management Division, located at Fort Belvoir, Virginia.

Duties

Serve as the Army Reserve technical authority on all actions related to Real Property Exchange and Enhanced Use Leasing as outlined by US Code. Provide installation management advisory services to HQDA staff members and subordinate commands on problems of major importance and complexity. Report on program progress and results to offices in the Secretary of the Army, in addition to providing scheduled, periodic reports to field (Army Reserve Readiness Divisions, Mission Support Command, and Army Reserve Funded Installations). Represent OCAR ARIMD Army Reserve Director at conferences held to exchange installation management information and negotiate mutually satisfactory means of handling important operational issues. Develop Army Reserve specific implementing instruction and regulatory guidelines on Real Property Exchange and Enhanced Use Leasing policies and disseminate to subordinate commands. Draft Real Property Exchange and Enhanced Use Leasing conceptual approval memoranda and related documents which commit USAR support and resources and define agency relationships. Identify and resolve highly complex problems that cross organizational boundaries, primarily DCS G-9, and promulgates solutions. Assess and provide strategic direction for resolution of mission critical problems, policies, and procedures. Conduct studies and evaluates installations on program accomplishment and extract opportunities to improve current and future project delivery. Manage and review timelines to identity critical path issues within each project timeline and work expeditiously to avoid schedule growth which will impact overall project completion. Develop project specific Real Property Exchange and Enhanced Use Lease timelines. Formulate execution plans for organization, staffing, funding and management of large scale new construction programs or projects due to the Real Property Exchange or Enhanced Use Leasing programs. Utilize interdisciplinary engineering skills, program management knowledge and abilities to integrate construction engineering, systems integration and collateral equipment re Initiates actions to resolve major organizational issues. Oversight responsibility for technical construction program, requiring on-going awareness of construction progress, anticipating needs, reviewing work in progress, aiding in resolution of significant problems, evaluating scheduling/ funding status.

Specialized Experience: One year of specialized experience which includes planning, developing, and implementing policies, procedures, and guidelines in the Real Estate and Construction program areas of operations; conducting studies and evaluating installations on program accomplishment; assessing and providing strategic direction for resolution of mission critical problems, policies, and procedures; identifying and recommending changes to Real Property Exchange and Enhanced Use Leasing policies; integrating military construction, real estate, and environmental actions to ensure successful outcome of Real Property Exchanges and Enhanced Use Leases; develop, manage and review project specific timelines to identity critical path issues; and provide competent project management to avoid unnecessary schedule growth within each project timeline. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-13).
