About the Position: This position is in the Defense Civilian Intelligence Personnel System (DCIPS). Employees occupying DCIPS positions are in the Excepted Service and must adhere to U.S. Code, Title 10, as well as Department of Defense Instruction 1400.25. This position is located at the U.S. Army Intelligence and Security Command, Office of the Chief of Staff at Fort Belvoir, VA.

Duties

Serves as the Deputy Director of Support responsible for the management and execution of business activities and critical support services for U.S. Army Intelligence and Security Command. Oversees the conduct of INSCOM’s business enterprise processes, to include the Business Enterprise Review Board, the Contract Action Review Board, and the Burn Rate Review Program. Examines proposed requiring activity contract spend plan and strategies, recommends changes, and effects cost savings where needed. Works closely with INSCOM Business enterprise teammates (G-8, Command Services Office, and Staff Judge Advocate) to implement cost control measures and maximize efficiencies. Directs the planning and execution of financial processes, human resources management, military construction, facilities management, corporate information management, business planning, personnel resource assignments and leadership skill development. Oversees other critical support services such as risk management and special staff functions within the headquarters. Assure unity of the command's high visibility, dynamic, and diverse business and planning programs, functions, and processes into a single command strategy. Represents the command at Department of Army and DoD, as well as other high-level meetings with key officials of military services, industry, academia, and state and local governments. Authority to set long-range goals and objectives, determines program emphasis, plans for long-range staffing and organization needs, manages organizational changes, and decides on the full range of personnel actions affecting the support staff.

Requirements

  • Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
  • Two-year trial period may be required.
  • In accordance with Change 3 to AR 600-85, Alcohol and Drug Abuse Prevention and Control Program, individual must successfully pass a urinalysis screening for illegal drug use prior to appointment and periodically thereafter.
  • Must be able to obtain and maintain a Top Secret security clearance based on an SSBI with eligibility for sensitive compartmented information (SCI).
  • Position requires TDY approximately 20% or less of the time.
  • All INSCOM employees may be subject to extended TDY or worldwide deployments during crisis situations to perform mission essential functions as determined by management.
  • This position requires you to submit a Confidential Financial Disclosure Report (OGE450) upon entry, and annually thereafter.

In order to qualify, you must meet the experience requirements described below. You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience. Specialized Experience: One year of specialized experience which includes 1) administering an operational intelligence program which includes manpower management, resource/financial management, and civilian and military human resources management; 2) performing contract management which includes contract negotiations and contracting techniques; 3) developing and presenting unique approaches and solutions to the leadership of an operational intelligence organization; AND 4) ensuring organizational operations are compliance with policies and procedures produced by agency headquarters. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GG/GS-14). Some federal jobs allow you to substitute your education for the required experience in order to qualify. For this job, you must meet the qualification requirement using experience alone--no substitution of education for experience is permitted.
