About the Position: Serves as Division Chief of the IT Category Management and Analytics Policy & Resources Directorate, Office of the Chief Information Officer (CIO)/G-6.
Duties
Responsible for developing, implementing, and controlling Army Enterprise capability models and requirements for licensing and service delivery synchronizing analysis with financial investment and service delivery modeling.
Develop program goals and objectives as well as strategies for meeting those objectives, makes assignments of a very broad and general nature covering long-range program plans, objectives and policies.
Provide oversight, advice and recommendations and develops policies, procedures and goals for IT category management and IT investment analytics across Army
Responsible for the vertical and horizontal integration of software and service contracts from installations to Headquarters, Department of the Army, OSD, and other government agencies.
Provide guidance to installation, regional, and headquarters personnel on potential and approved Army Enterprise Capability and Service Delivery requirements initiatives.
Lead and manage Team Leads and Action Officers at Headquarters Department of the Army, ASA-ALT, MACOMs, installations and DoD staff, in establishing and assessing program goals, mission, priorities, resources and requirements.
Collaborate with Industry and academia as the designated ELA contract management organization.
Requirements
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- This position requires the incumbent be able to obtain and maintain a determination of eligibility for a Top Secret security clearance or access for the duration of employment.
- This position requires pre-employment financial disclosure and annually thereafter in accordance with DoD Directive 5500-7-R.
- This is a Drug Testing Designated Position. The incumbent is required to sign a DA Form 5019-R and must pass urinalysis testing, as required, prior to appointment, reassignment or transfer and periodically thereafter.
- This is an Army Acquisition, Logistics and Technology Workforce position.
- Selectees must meet position requirements for certification at the Advanced level in the Acquisition Career Field Program Management within 48 months of entrance on duty.
- This position is a Critical Acquisition Position (CAP) and requires a 3-year tenure agreement. Must sign DD Form 2888 (Critical Acquisition Position Service Agreement) and execute, as a condition of employment, a written tenure agreement.
- One year supervisory probationary may be required.

Specialized Experience: One year of specialized experience which includes 1) Processing data analytics related to computer network operations and/or acquisition practices; 2) Managing project/program requirements, objectives and metrics, and resolving conflicts among schedules, funding, and resources; 3) Conducting program review and analysis briefings to compare progress with objectives and established milestones; and 4) Providing supervision to subordinate staff, managing daily and long-term workload and coordinating the work requirements associated with assigned program. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-14).
