About the Position: Office of the Chief Information Officer, U.S. Army Enterprise Services Agency, Army Declassification Directorate. Fort Belvoir, VA 22060.

Duties

Responsible for the Declassification Directorate, subject to the direction and control of the Army Chief Information Officer (CIO) and the Executive Director, Enterprise Services Agency (ESA). Plan, direct, control, supervise, and manage the operations of the directorate. Responsible for numerous and extremely sensitive high level Army programs in the declassification area. Establish/implement policies and direct program to ensure Army compliance with: EO 13526, Secretary of Defense, Department of Justice and NARA guidance. Execute the requirements of Executive Order 13526, Classified National Security Information, re automatic/systematic declassification program. Serve as the Army representative on various interagency working groups drawn from the approximately 40 Federal agencies affected by the Executive Order to share ideas and solve common problems. Manage planning, programming, budgeting, funding, and manpower resources for the Declassification Directorate. Maintain coordination and liaison with all Army commands worldwide as well as with the Department of Defense and other external agencies on declassification matters.

Requirements

  • Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
  • Must be able to obtain and maintain a Top Secret/SCI security clearance.
  • This is a testing designated position. Personnel are required to sign DA Form 509-R and must passdrug screening prior to hiring and will be subject to periodic and random drug testing thereafter, IAWAR 600-85 and DoDD 2010.9.
  • Required to complete a SF 312, Classified Information Nondisclosure Agreement(NDA).
  • The duties of this position may require worldwide temporary duty (TDY) travel. You may be expected to travel up to 10% for this position.
  • This position requires you to submit a Public Financial Disclosure Report (OGE 278) or a Confidential Financial Disclosure Report (OGE450) upon entry, and annually thereafter.
  • One-year supervisory probationary period may be required. A one-year probationary period is required if the selectee has not previously met this requirement.

This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-14). Some federal jobs allow you to substitute your education for the required experience in order to qualify. For this job, you must meet the qualification requirement using experience alone--no substitution of education for experience is permitted.
