This position is part of the Defense Threat Reduction Agency. The incumbent will serve as a Program Manager (Deputy Director, CT) and headquarters-level authority on and advises and assists the CTR Director on matters pertaining to planning of CTR programs, program metrics, operations and related systems and materials.

Duties

As a PROGRAM MANAGER (DEPUTY DIRECTOR) at the GS-0340-15 some of your typical work assignments may include: Serves as a Program Manager (Deputy Director, CT) and headquarters-level authority on and advises and assists the CTR Director on matters pertaining to planning of CTR programs, program metrics, operations and related systems and materials. Direct tactical operations of the Department of Defense Cooperative Threat Reduction program to work with partner nations to secure, eliminate, detect, and interdict WMD-related systems and materials, and support the capability of partner nations to detect and report highly pathogenic and other diseases outbreaks at their source, reducing pandemic threats. Provide support for planning, programming, budgeting, and acquisition leadership. Direct liaison with staff of Under Secretaries of Defense for Policy; Acquisition, Technology and Logistics; State Department and US embassies. Advise and assist the CTR Director on matters pertaining to planning of CTR programs, program metrics, operations and related systems and materials, to secure, eliminate, detect, and interdict WMD-related systems and materials, and support the capability of partner nations to detect and report highly pathogenic and other diseases outbreaks at their source, reducing pandemic threats. Analyze and evaluate the impact and significance of new and revised policies, procedures, or program requirements and new, proposed, or delayed programmatic issues relating to the program(s), and recommends appropriate solutions. Identify capability gaps and opportunities to secure, eliminate, detect, and interdict WMD-related systems and materials, and support the capability of partner nations to detect and report highly pathogenic and other diseases outbreaks at their source, reducing pandemic threats. Applies the latest scientific theories, experiments, and technology trends to enhance technology development efforts. Provide threat advice to the DTRA management and senior DoD leadership. Maintains required liaison with senior staff, technical staff, and action offices within OSD, DTRA, the military Services, Combatant Commands, DoD agencies, DoE, DHS, intelligence community, government laboratories, and international coalition partners.

Qualifications

You may qualify at the GS-15, if you fulfill the following qualifications: A. One year of specialized experience equivalent to the GS-14 grade level in the Federal service: Manage a large organization to include organizational administration, oversight of subordinate organizations, and coordination and interaction of activities with peer organizations within the Federal government and private industry. Advise and assisting an SES leader on matters pertaining to planning of Directorate programs, program metrics, and operations. Analyze and evaluating the impact and significance of new and revised policies, procedures, or program requirements and new, proposed, or delayed programmatic issues relating to the program, and recommending appropriate solutions. Direct tactical operations of a large program to assist partner nations. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Education

Substitution of education may not be used in lieu of specialized experience for this grade level.
