About the Position: This position is a DOD Cyber Excepted Service (CES) personnel system position in the Excepted Service under 10 USC 1599f. Employees occupying CES positions are in the Excepted Service and must adhere to U.S. Code, Title 10, as well as Department of Defense Instruction 1400.25. This position is located at FORT EUSTIS, VA.
You will serve as the Staff-level Human Resources (HR) Specialist (Military) for the 93d Signal Brigade Headquarters (HQ).
Duties
Serves as a technical expert in regards to several military personnel programs such as: Awards and Decorations, Awards Boards, Evaluations Reporting System, Promotions, Qualitative Management Program (QMP), Schools, and Family Readiness.
Oversee the implementation and execution of the Department of Defense (DoD) and Department of Army (DA) military personnel policies and programs to ensure proper level of services.
Provides guidance and customer service support to the major subordinate commands on all areas of military HR management and regulations, policies, and procedures.
Compiles and analyzes data obtained from a variety of sources to identify trends, deficiencies, and accomplishments.
Serves as principal technical reviewer for all officer and enlisted personnel actions which affect the readiness posture and welfare of the command.
Prepares reports or briefings by retrieving data from various information sources such as the Integrated Personnel and Pay System - Army (!PPS-A), iPERMS, EDAS, TOPMIS, and eMILPO.
Serves as the regional Personnel Accountability Program Manager (PAPM) for the Army Disaster Personnel Accountability and Assessment System (ADPMS) which provides disaster accountability oversight for all assigned military and civilian personnel.
Serves as the Knowledge Management Representative (KMR) for the 93d Signal Brigade's 51 HR Branch.
Assists with the Brigade's civilian awards program.
Preform onsite staff visits reports, prepare reports concerning findings and present recommendations to management.
Requirements
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- Three year trial/probationary period may be required.
- Must be able to obtain and maintain a SECRET clearance.
- Position requires up to 20% TDY.

To qualify based on your experience, your resume must describe one year of specialized experience that demonstrates the possession of knowledge, skills, abilities, and competencies necessary for immediate success in the position. Such experience is typically in or directly related to the work of the position to be filled. Specialized experience would includes: providing Military human resources advisory service concerning military personnel programs (i.e. readiness, Officer/Enlisted promotions, Officer/Enlisted Evaluations, Military Awards, and Military Evaluations); implementing policy and procedures related to Military human resources management; and, utilizing automated personnel management systems.
