As a Personnel Security Specialist at the GS-0080-7/9, you will be part of Personnel Security Division under FSEM, located within Office of Personnel Management. If selected, you will be responsible for completing background investigation processing tasks, making personnel security, fitness and suitability decisions relating to OPM's Federal and contractor personnel, assisting in other FSEM areas of physical, information security and Emergency Management areas across OPM.
Duties
Assist with initiating investigative processing utilizing an automated database such as Electronic Application (eAPP) or Electronic Questionnaires for Investigation Processing (eQIP).
Compile statistical data on personnel security programs for management.
Prepare reports and data on personnel security programs for agency leadership.
Qualifications
For the GS-07: You must have 1) applying appropriate personnel security policies, procedures, and practices when adjudicating background investigations; 2) identifying and initiating resolution to clarify or resolve suitability/fitness/security concerns; 3) reviewing completed background investigations for case coverage and quality.
OR Have 1 full year of graduate level education; OR superior academic achievement.
OR A combination of both experience and education.
For the GS-09: You must have one specialized experience at or equivalent to the GS-07 level which includes 1) applying appropriate personnel security policies, procedures, and practices while adjudicating increasingly more complex background investigations; 2) using adjudicative factors (e.g., criminal conduct, drug usage, employment misconduct, etc.) to identify and address suitability/fitness/security requirements; 3) conducting investigative inquiries with sources to obtain information to provide case coverage or to resolve issues with investigations.
OR Have a master's or equivalent graduate degree or 2 full years of progressively higher-level graduate education leading to such a degree of LL. B or J.D.
OR A combination of both experience and education.
Merit promotion applicants must meet time-in-grade requirement as defined in 5 CFR 300, Subpart F. One year at the GS-05 level is required to meet the time-in-grade requirements for the GS-07 level. One year at the GS-07 level is required to meet the time-in-grade requirements for the GS-09 level.
