About the Position: The Human Resources Specialist position is located in the U.S. Acquisition Support Center (USAASC), at Fort Belvoir, VA.
Duties
Utilizes an expert level knowledge of Army civilian personnel principles, concepts, and techniques.
Designs and conducts studies and analyses of Human Resources Programs and Policies.
Analyze and develops procedural guidance in the form of policy and program objectives.
Meets with key customers and coordinating officials to explain awards program management, civilian personnel policy and procedures.
Perform duties in a variety of areas including, but not limited to, Honorary and Incentive Awards Management, Human Resources Policy, Recruitment and Placement, Staffing, Position Management and Classification, and Labor/Management-Employee Relations
Requirements
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.

- This position has a Temporary Duty (TDY) or business travel requirement of 5% of the time.

Specialized Experience: One year of specialized experience equivalent to the NH-02 (GS-11) level in the Federal service which includes experience analyzing human capital programs or civilian personnel programs in the areas of advanced Human Resources principles, concepts, practices, and techniques; evaluating program effectiveness, identifying issues, drawing conclusions, determining courses of action, or providing leadership technical guidance in order to develop innovative solutions to complex problems and precedent-setting initiatives.

Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-11).
