About the Position: Serves as a Human Resources (HR) Specialist performing a variety of duties relating to the responsibility and administration for civilian General Schedule (GS) or Federal Wage System (FWS) employees. Serves as advisor to the HR Director and Senior Leadership and in the areas of HR administration, support, policies, and customer service.
Duties
Assists supervisors and managers with recruitment and position management.
Drafts and reviews position descriptions for accuracy while recommending proper title, series, and grade in accordance with appropriate classification standards and guidelines.
Prepares and processes personnel actions using HR automated systems.
Provides Labor and Management Employee Relations (LMER) support.
Implements new HR program changes, policies, and special projects.
Requirements
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- This position requires the incumbent be able to obtain and maintain a determination of eligibility for a Secret security clearance or access for the duration of employment. A background investigation and credit check are required.
- Appointment to this position is subject to a one-year probationary period unless the appointee has previously met the requirements as described in 5 CFR Part 315. While probationary the incumbent can be terminated with limited appeal rights.
- This position has a Temporary Duty (TDY) or business travel requirement of 5% of the time.

In order to qualify, you must meet the experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Experience: One-year of specialized experience equivalent to GS-11 grade level in the federal service which includes applying using 1) analytical methods to identify, evaluate, and recommend alternative solutions to civilian human resources recruitment and placement; 2) explaining civilian human resources laws, regulations, and procedures (e.g. pay setting and employment eligibility); and 3) conducting job analyses requiring developing specialized experience statements and identifying competencies for best qualified criteria.

Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-11).
Education
