About the Position: Serves as a senior staff-level civilian Human Resources (HR) Specialist with responsibility for providing technical advice and guidance regarding a wide variety of civilian HR program areas to all levels of management officials within one of the three Installation Management Command (IMCOM) Directorates (ID).

Duties

Serves as a senior staff-level civilian Human Resources (HR) Specialist with responsibility for providing technical advice and guidance regarding civilian HR program areas to all levels of management official. Perform projects/studies in workforce development to provide program status and recommended actions to the directorate and subordinate garrisons. Perform projects/studies in performance management to provide program status and recommended actions to the directorate and subordinate garrisons. Reviews regulatory guidance from higher authorities and provide interpretative guidance to supported installations. Provide technical advice to management and employees on civilian human resources policies, practices, procedures, and issues.

Requirements

  • Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
  • This position requires the incumbent be able to obtain and maintain a determination of eligibility for a Secret security clearance or access for the duration of employment.
  • This position has a Temporary Duty (TDY) or business travel requirement of up to 25% of the time.

Specialized Experience: One year of specialized experience which includes experience: 1) directing/advising civilian human resource practices in areas of workforce development and performance management; 2) Evaluating and recommending overall plans and proposals for complex projects in areas of workforce development and performance management; 3) and Interpreting and analyzing data extractions or reports from automated HR databases in areas of workforce development and performance management. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-12). Some federal jobs allow you to substitute your education for the required experience in order to qualify. For this job, you must meet the qualification requirement using experience alone--no substitution of education for experience is permitted.
