This position is part of the Defense Security Cooperation Agency. The incumbent will serve as a Travel Assistant at the Ted Stevens Center for Arctic Security Studies.
Duties
As a Travel Assistant at the GS-0301-7/9 some of your typical work assignments may include:
Books, reviews and/or approves travel for TSC leadership and staff, as well as U.S. and foreign national invitees, coordinating air, car, rail or bus travel, and hotel for both domestic and international travel.
Uses and is familiar with the Joint Travel Regulations (JTR) and Defense Travel System (DTS) to make, review and/or approve commercial domestic and international reservations, establish, review and/or approve itineraries, issue airline tickets and arrange lodging and car reservations for personnel.
Serves as reviewing and/or approval authority for all orders and for final travel settlements.
Responsible for all aspects associated with security, force protection and health screening requirements for travelers in concert with the Combatant Commander's regional guidance, as well as in compliance with each country's specific force protection and heath screening requirements for both global travel and returning to the United States.
Establishes and enforces policies and practices to ensure personnel complete official travel settlement claims/vouchers in a timely, accurate and legal fashion in accordance with applicable regulations.
Makes authorized purchases using the government purchase card, ensuring that all purchases align with the organization's procurement policies and federal regulations.

Qualifications
You may qualify at the GS-07, if you fulfill the following qualifications:
A. One year of specialized experience equivalent to the GS-05 grade level or equivalent under other pay systems in the Federal service, military or private sector:
Applying knowledge of Defense-related policies, priorities, and regulations to support mission objectives and global travel operations;
Overseeing all aspects of travel management, including coordinating official passports and visas.
OR
B. Possess a bachelor's degree AND meet Superior Academic Achievement (SAA) which is based on: (1) Class Standing - Applicants must be in the upper third of the graduating class in the college, university, or major subdivision, such as the College of Liberal Arts or the School of Business Administration, based on completed courses; OR (2) Grade-Point Average (G.P.A.) - Applicants must have a grade-point average of either (a) 3.0 or higher out of a possible 4.0 ("B" or better) as recorded on your official transcript, or as computed based on 4 years of education, or as computed based on courses completed during the final 2 years of the curriculum; or (b) 3.5 or higher out of a possible 4.0 ("B+" or better) based on the average of the required courses completed in the major field or the required courses in the major field completed during the final 2 years of the curriculum; OR (3) Honor Society Membership - Applicants may be considered eligible based on membership in one of the approved national scholastic honor societies listed by the Association of College Honor Societies (https://www.achsnatl.org/). (Note: You must attach a copy of your official transcripts.); OR
C. Possess at least one full year of graduate level education. Such education must demonstrate the knowledge, skills, and abilities necessary to do the work. (Note: You must attach a copy of your official transcripts.); OR
D. Possess a combination of the experience as described in A (but less than a year) AND the education described in C (but less than the requirement). This may be computed by first determining the total qualifying experience possessed as a percentage of the experience required for the grade level; then determining the education possessed as a percentage of the education required for the grade level; and then adding the two percentages. The total percentages must equal at least 100 percent to qualify for that grade level.
You may qualify at the GS-09, if you fulfill the following qualifications:
A. One year of specialized experience equivalent to the GS-07 grade level or equivalent under other pay systems in the Federal service, military or private sector:
Applying comprehensive knowledge of travel regulations, financial management regulations, and security protocols to support joint operations;
Managing travel processes through defense travel systems, ensuring compliance with ethical standards and clearance procedures;
Overseeing passport and visa coordination;
Processing country clearances and managing automated systems for personnel tracking, antiterrorism planning, and isolated personnel reporting.
Facilitating secure electronic fund transfers and ensuring effective management of security assistance networks and related operations; OR
B. Have a masters or equivalent degree or 2 full years of progressively higher graduate education leading to such a degree, or LLB or JD from an accredited college or university; OR
C. Possess a combination of the experience as described in A (but less than a year) AND the education described in B (but less than the requirement). This may be computed by first determining the total qualifying experience possessed as a percentage of the experience required for the grade level; then determining the education possessed as a percentage of the education required for the grade level; and then adding the two percentages. The total percentages must equal at least 100 percent to qualify for that grade level.
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
Education
Incumbent must attain DoD Security Cooperation Workforce (SCW) Certification and complete related continuous learning requirements in accordance with the National Defense Authorization Act (NDAA) 2017, Title 10 United States Code, Section 384 and Security Cooperation Workforce Certification Program 2.0 requirements. Incumbent must complete DoD SCW basic-level certification courses within one year. Requirements for Proficiency Level 1 - At least one year of successful SC work experience with a performance appraisal rating of 3 or better. Incumbent must complete DoD SCW Foundational level certification requirements within one year of entering the SC position. In addition, 40 hours of continuing education (CUE) every two years.

GRADUATE EDUCATION: One academic year of graduate education is considered to be the number of credits hours that your graduate school has determined to represent one academic year of full-time study. Such study may have been performed on a full-time or part-time basis. If you cannot obtain your graduate school's definition of one year of graduate study, 18 semester hours (or 27 quarter hours) should be considered as satisfying the requirement for one year of full-time graduate study.
FOREIGN EDUCATION may be qualifying if a private organization specializing in interpreting foreign education programs has deemed the foreign education equivalent to that gained in an accredited U.S. education program or a U.S. accredited college or university has given full credit for the foreign courses.
Unofficial transcripts from U.S. Department of Education accredited colleges, universities, schools, or institutions listing your name, the name of the school, the date and degree awarded, and the list of classes and credits earned are acceptable for the application process. If selected, official transcripts are required before a firm job offer is made. A photocopy of your degree/diploma is not acceptable.
When relying on foreign education, submit transcripts and a copy of the equivalency evaluation results letter with a course-by-course listing.
