POSITION SUMMARY:
The United States District Court for the District of Alaska is seeking qualified applicants for the position of Clerk of Court.
Duties
The Clerk of Court is a full-time position appointed by the District Judges. This is a high-level management position that serves under the direction of the Chief Judge and is responsible for managing the administrative activities of the Clerk's Office and overseeing the performance of the statutory duties of the office. Currently, the Clerk's Office employs 27 employees. In addition to Anchorage, the district has courthouses in Fairbanks and Juneau.
POSITION DUTIES:
Consulting with and making recommendations to the judges regarding court policies and procedures;
Creating and maintaining a culture of teamwork and professionalism focused on excellence in service to the court, the bar, and the public;
Directing staff responsible for the processing of civil and criminal cases, the issuance of process, and the maintenance of official records in the custody of the court;
Hiring and assigning personnel, as well as designing and managing training programs;
Strategic planning in an environment of limited and decreasing resources;
Preparing and managing the annual budget;
Directing the court's financial service function including purchasing, juror payments, and accounting functions;
Managing jury operations and making recommendations as required to improve the jury-service experience and juror utilization;
Working with members of the bar and the public to improve the delivery of court services and to foster respect for and understanding of the judicial system among non-attorney members of the public;
Working with various governmental agencies on a variety of issues necessary to court activities such as safety and security, data processing, fiscal and personnel, and providing leadership on the court's legislative priorities at the federal, state, and local levels;
In conjunction with the Chief Pretrial and Probation Services Officer, managing shared services staff responsible for automation and information technology services, administrative services (finance and procurement), inventory control, and human resources management;
Conducting special studies as directed and preparing statistical and narrative reports; and
Occasional travel outside of the district is required, as well as occasional trips to the additional courthouses located in Juneau and Fairbanks, Alaska.
Qualifications
MINIMUM QUALIFICATIONS:
To be qualified for appointment, candidates must meet the following standards:
EDUCATION: A bachelor's degree from an accredited institution is required. A graduate degree and/or law degree (J.D. or equivalent) is preferred.
EXPERIENCE: The position requires a minimum of 10 years of progressively responsible administrative experience in public service or business. At least 3 of the 10 years of experience must have been in a position of substantial management responsibility. Substantial management responsibility is defined as high-level administrative experience that provided a thorough understanding of the organizational, procedural, and human aspects of managing an organization. Such experience typically includes financial management, space and facilities management, oversight of the information technology and human resources functions, and long and short-range planning.
LAW PRACTICE EQUIVALENT: An attorney who is in the active practice of law in either the public or private sector may substitute said active practice on a year-for-year basis for the management or administrative experience requirement.
EDUCATIONAL EQUIVALENTS: Education in a college or university of recognized standing may be substituted for a maximum of three (3) years of the required general administrative experience on the basis of one academic year of education equals 9 months of experience. A bachelor's degree may be substituted for three (3) years of general experience. Preferably such degree should have included courses in law, government, public, business or judicial administration or related fields.
A postgraduate degree in public, business or judicial administration from an accredited college or university may be substituted for one (1) additional year of the required general administrative experience, while a degree from an accredited law school may be considered as qualifying for two (2) additional years of the required general administrative experience.
PREFERRED SKILLS:
Executive level business experience in private or public sector managing budget, Human Resources, IT, space and facilities is highly desirable. Experience in the federal judiciary with thorough knowledge of both federal civil and criminal rules of procedure and familiarity with the Local Rules of the Court is a plus but not required.
Operational knowledge of the courts and electronic case filing, legal terminology, and court procedures is preferred. However, the candidate selected will be provided operational training and be able to obtain this knowledge after hire.
Exceptional interpersonal skills are required, including the ability to successfully lead others, sustain a high level of organizational excellence, articulate management priorities, foster strong and effective working relationships, and work collaboratively with others. The Clerk must successfully work with judicial officers, employees, and the public. The Clerk must foster an environment where employees feel valued and encouraged to think creatively and where the needs of the public and the bar are met in a cooperative and helpful manner.
