You will serve as an Administrative/Technical Specialist of NAVAL SURFACE WARFARE CENTER CMD.
The salary range shown above represents all of the positions within the band, including high grade positions. This is not a high grade position; therefore, the salary may be limited to a GS-13 Step 10 (currently $155,164).
Duties
You will have a primary responsibility to develop and execute internal organizational guidance and/or policy to implement a harassment prevention and response program.
You will implement programs which include procedures for tracking and reporting incidents of harassment and retaliation, compliance with training requirements, continuous program evaluation and conducting investigations of allegations of harassment.
You will will manage and execute investigations of allegations of harassment from complaint intake through the development of a detailed investigative report.
You will collect and compile enterprise-wide data regarding harassment allegations, including anonymous allegations, for annual leadership submission.
You will identify trends and work with organizational leadership to provide an inclusive environment for reporting harassment and retaliation, and conducting barrier analysis.

Qualifications
Your resume must demonstrate at least one year of specialized experience equivalent to the next lower pay band, NT-04 (GS-11/12 Equivalent), in the federal service or equivalent experience in the private or public sector developing organizational guidance and/or policy to implement harassment prevention and response programs. Examples of specialized experience include most or all of the following: 1) Conducting investigations of allegations of harassment across an organization; 2) Gathering factual information through interviews and meetings with organization personnel, including employees, program managers, supervisors, and/or senior management; 3) Collecting data regarding harassment allegations and identify trends for leadership review; 4) Analyzing complex problems and read/interpret/apply law, rule, regulation, or instruction to address the matter; 5) Making creative recommendations for corrective actions to address weak internal controls, programmatic non-compliances, or improprieties.
