You will serve as an ADMINISTRATIVE/TECHNICAL SPECIALIST in the office of the Naval Undersea Warfare Center Division Newport Business Director (Code 0BD) of NAVUNSEAWARCENDIV NEWPORT RI.
Per 5 CFR 335.103(c)(3)(v), this is a non-competitive reassignment opportunity open to those qualified who hold (or have held) a position equivalent to (or higher than) an NT-5 (GS-13 and GS-14 equivalency) on a permanent basis in the competitive service.
Duties
You will support the Business Director and serves as NUWC Division Newport's principal analyst for the development, modernization, maintenance, and periodic evaluation of command-level guidance and written policies.
You will regularly consult with senior command staff, department heads, and corporate level subject matter experts to ensure command policy and guidance maintains alignment with higher policy requirements.
You will survey both existing policies for required updates and changes, as well as maintain awareness of higher echelon policies that may inform or direct local policy.

You will support the Business Director in performing a variety of workload/workforce analyses based on the Technical Capability Health Assessment.
You will exercise independent judgement in developing updates to key policies for concurrence by the Commanding Officer and Technical Director.
You will serve as staffing officer for a variety of emergent or ad hoc projects requiring a high level of awareness and knowledge of Navy, NAVSEA, WFC, and DoD policy, as assigned by the Division Newport Business Director.
You will support the Business Director in performing a variety workforce composition/ supporting data to assess trends and anomalies, develop recommendations to mitigate gaps, and discuss with leadership.
Requirements

- This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
- You will be required to obtain and maintain an interim and/or final security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.
- You will be required to complete ethics orientation within three months of appointment and submit a Confidential Financial Disclosure Report, OGE-450, within 30 days of appointment.
Qualifications
Your resume must demonstrate at least one year of specialized experience at or equivalent to the NT-04 (GS-11/12 grade level equivalency) pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: analyzing or evaluating policies and workload trends to identify areas of improvement/modernization for an organization.
