This position is located in Management Directorate, Office of Security and Integrity, Threat Managment Division, Threat Operations Branch.
As a Security Specialist, you will anticipate, identify, evaluate, and address threats and risks to USCIS personnel, facilities, and assets.
Duties
The responsibilities described are for the full performance level. At developmental grade levels, assignments will be of more limited scope performed with less independence, and limited complexity.
Implements and monitors several segments of the threat management program for USCIS to ensure efficient and effective security services and support to the agency.
Plans, develops, executes, and manages foreign access management, general threat analysis, insider threat, and operations security activities as part of the threat management program.
Serves as the subject matter expert in the coordination of agency efforts to detect, deter, and mitigate threats and risks.
Assists management with planning, developing, and implementing the threat management program for the agency, developing short- and long-range plans, goals, objectives, and milestones.
Works collaboratively with internal stakeholders (i.e., USCIS offices and programs) and external stakeholders (i.e., DHS HQ and components) to facilitate mutually satisfying solutions and further the program’s vision.
Plans, conducts, or participates in special studies, task forces, and exceptional reviews, independently or in collaboration with team members, to provide expert advice to leadership as it relates to the threat management program.
Develops and implements threat management-specific policies in accordance with DHS, USCIS, and Office of Security and Integrity policies and procedures, and ensures consistent application across USCIS.
Qualifications
The qualifications for this position must be met by 11:59 PM (Eastern Time) on 02/03/2025.
Current Federal employees must have served 52 weeks at the lower grade or equivalent grade band in the Federal service. The Time-in-Grade requirement must be met by 11:59 PM (Eastern Time) on 02/03/2025.
GS-12: You qualify at the GS-12 level if you possess one (1) year of specialized experience, which is equivalent to at least the GS-11 level in the federal government, that equipped you with the skills needed to successfully perform the duties of the position. You must have experience performing the following duties:
Recommending appropriate action to correct vulnerabilities and risks to a large organization.
Assisting in the development of written directives and standard operating procedures for security programs.
Advising leaders of security programs on the effectiveness of the threat management program.
GS-13: You qualify at the GS-13 level if you possess one (1) year of specialized experience, which is equivalent to at least the GS-12 level in the federal government, that equipped you with the skills needed to successfully perform the duties of the position. You must have experience performing the following duties:
Coordinating with multiple internal and external units on security issues
Drafting analytical reports and makes recommendations to mitigate risk based on large amounts of security data.
Responding to security issues that involve highly sensitive and classified information.
