As a Program Analyst in DCSA's Personnel Security directorate, the incumbent will analyze and improve security processes, collaborate with stakeholders to protect national security interests, lead complex projects, apply analytical and problem-solving skills, and serve as a critical extension of leadership.

Duties

As a PROGRAM ANALYST you will be responsible for the following duties: - Manages multiple, complex initiatives associated to Agency directives. - Performs business process assessments, mapping, documentation, and improves efficiency and effectiveness around processes and systems. - Demonstrates valuable analysis to leadership though a variety of models, tools, applications, and studies. - Creates, maintains and/or improves models, techniques and capabilities used to conduct studies and analyses, acquires and assembles data, develops and maintains briefings, presentations, placemats, dashboards, maps and other artifacts used to communicate mission-critical decisions to internal and external customers through various verbal, written, and graphical communication methods. - Incumbent is responsible for all aspects of the assigned project's plan, design, pilot, and implementation to meet the goals and timelines of the effort. - Oversees the development of reports, presentations, and other visual representations needed to assist management with project and business decisions.

Qualifying experience may have been acquired in any public or private sector job, but will clearly demonstrate past experience in the application of the particular competencies/knowledge, skills and abilities necessary to successfully perform the duties of the position. You must have specialized experience sufficient to demonstrate that you have acquired all the competencies necessary to perform at a level equivalent in difficulty, responsibility, and complexity to the next lower grade GG/GS-12 in the Federal service and are prepared to take on greater responsibility. Generally, this would include one year or more of such specialized experience. Specialized experience for this position includes: Analyzing efficiency and productivity of administrative/technical processes for a personnel security program to develop new and modified complex management/business processes and systems. Managing complex projects throughout the lifecycle to initiate, plan, execute, monitor, and control phases for projects within a personnel security related program. Serving as a liaison to provide program evaluation and business analysis for cross-functional and multi-faceted efforts to internal and external stakeholders. Overseeing project operations and milestones, reviews, evaluates, and analyzes project data and information for the assessment and improvement of business processes. Specifically you will be evaluated on the following competencies: 1. Creativity and Innovation-Develops new insights into situations; questions conventional approaches; encourages new ideas and innovations; designs and implements new or cutting edge programs/processes. 4. Management Analysis-Conducts research and solves organizational inefficiencies to increase the effectiveness of the organization. 5. Organizational Awareness-Knows the organization's mission and functions, and how its social, political, and technological systems work and operates effectively within them; this includes the programs, policies, procedures, rules, and regulations of the organization. 6. Communicate- (i.e., written and oral) rights, responsibilities, management directives, policies, and/or regulations to employees, supervisors, and/or other pertinent individuals.

Substitution of education may not be used in lieu of specialized experience for this grade level.
