You will serve as the GG-0343-15 Chief Staff Officer for the NAVY CYBER WARFARE DEVELOPMENT GROUP in Fort Meade, MD, where you will be responsible for synchronizing, managing, and monitoring the Command's lines of effort in direct support of the Commanding Officer, Executive Officer, and Executive Director.
Duties
You will coordinate with the command’s Executive Officer, Executive Director, Deputy Program Manager, and Department Heads to ensure their collective efforts are integrated and harmonized for optimum efficiency and effectiveness.
You will directly supervise the command’s Administrative, Security, and Facilities functions.
You will ensure advance preparation for scheduled events, commitments, and associated actions.
You will oversee implementation of plans, policies, programs, and procedures affecting the organization and its multi-million dollar research, development, and acquisition mission.
You will ensure timely collaboration across departments and prioritize the execution and resolution of actions, tasks, and inquiries received from higher echelons and external organizations.
You will develop strategies and set goals for training and enabling command members to achieve the organization's assigned mission, functions, and tasks.
You will monitor the administrative, operational, and personnel health of the command and advise leadership of indications affecting performance.
Requirements

- You must obtain and maintain a Top Secret security clearance and access to Sensitive Compartmented Information (SCI). Failure to do so may result in the withdrawal of an offer or removal. Indicate the level and date of your clearance in your resume.
- Successful completion of a pre-employment drug test (including marijuana) is required. A tentative offer of employment will be rescinded if you fail to report to the drug test appointment or pass the test. You will be subject to random testing.
- You must acknowledge in writing that you are accepting an appointment in the DCIPS (excepted service) which does not confer competitive status, prior to appointment.
- Within the Department of Defense (DoD), the appointment of retired military members within 180 days immediately following retirement date to a civilian position is subject to the provisions of 5 United States Code 3326.

- All Defense Intelligence positions under the Defense Civilian Intelligence Personnel System (DCIPS) are in the excepted service by specific statute, 10 U.S.C. 1601. This position is in the excepted service and does not confer competitive status.
- This position requires a periodic polygraph examination.
- This position may require a 2-year DCIPS trial period.
Qualifications
Your resume must demonstrate at least one year of specialized experience at or equivalent to the GG/GS-14 grade level or pay band in the Federal service or equivalent experience in the private or public sector, such as:
1. Maintain cognizance of the organization's acquisition, administrative, engagement, facilities, financial, intelligence, operations, personnel, and security activities.
2. Ensure timely collaboration across departments to prioritize the execution and resolution of actions, tasks, and inquiries received from higher echelons and external organizations.
3. Organize, enable, and coordinate the organization's responses to requests for information and engagement with the U.S. National Security establishment, such as the National Security Council, Congressional members and staffs, the Secretary of Defense, elements of the Intelligence Community, the Joint Staff, other U.S. military branches, and Navy organizations ashore and afloat.
4. Monitor the administrative, operational, and personnel health of the organization to advise leadership of indications affecting performance.
5. Observe the organization's effectiveness/structure and employee performance to provide feedback on the quality and consistency of personnel evaluations, performance standards, training opportunities, and the structural efficiency of the command.
