About the Position: This position is a DOD Cyber Excepted Service (CES) personnel system position in the Excepted Service under 10 USC 1599f. Employees occupying CES positions are in the Excepted Service and must adhere to U.S. Code, Title 10, as well as Department of Defense Instruction 1400.25. Serves as Supervisory Program Analyst Branch Chief for the Program Integration Branch within the Program and Budget Division (PBD).
Duties
Sets priorities and establishes schedules for work completion.
Provides insight and guidance on leadership decisions, Defense Planning Guidance and the National Military Strategy.
Conceives, articulates, and oversees analytical studies relating to issues involving program alternatives that will be used by the leadership in setting the future course of the Command.
Maintains liaison with OSD, the Joint Staff, Secretariat level, other U.S. Cyber Command staff elements.
Requirements
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- Three year trial/probationary period may be required.
- The employee must be able to obtain and maintain a Top-Secret / SCI Security clearance.
- This position is a Testing Designated Position (TDP) subject to applicant testing and random drug testing. Employee must pass screening for illegal drug use prior to appointment and periodic drug screening thereafter.
- SITUATIONAL TELEWORK - This position MAY be eligible for situational telework only, including emergency and OPM prescribed “Unscheduled Telework”.
- One-year supervisory probationary period required. A one-year probationary period is required if the selectee has not previously met this requirement.

To qualify based on your experience, your resume must describe one-year specialized experience that demonstrates the possession of knowledge, skills, abilities, and competencies necessary for immediate success in the position. Such experience is typically in or directly related to the work of the position to be filled.
Specialized experience would be demonstrated by: Conducting analytical studies relating to issues involved with cyber program alternatives to be used by the organization's leadership for future planning. Coordinating internal/external review of programs and budgets to ensure compliance with laws and policies; Supervising analysts in support of evaluation of organization programs and resources, ensuring to assign work based on priorities and capabilities of employees.
