You will serve as a SUPERVISORY HUMAN RESOURCES SPEC (LR/ER) in the Labor and Employee Relations Department of FLEET HRO NORFOLK.

Duties

You will plan, direct and oversee the work of the organization in relation to LR/ER. You will serve as chief negotiator or advisor for management of contract negotiations. You will provide advice to Management on Labor Relations Matters. You will represent management by receiving requests for arbitrations from unions. You will negotiate grievances and support activity management by reviewing formal union grievances. You will manage Training on Labor Relations Topics. You will investigate charges filed by union or employees and attempt resolution with union. You will review letters of reprimand, and notices of proposed disciplinary/adverse action. You will maintain liaison with the Office of Workers Compensation Programs (OWCP).

Requirements

  • You will be required to obtain and maintain an interim and/or final security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.
  • Supervisors in the executive branch have a heightened personal responsibility for advancing government ethics. You will be required to review the 14 General Principles of Ethical Conduct at 5 CFR 2635.101.

Qualifications

Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-12 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: Experience applying detailed knowledge of Federal Employee' compensation Act regulations and related Department of Labor, DOD and DON guidance. Experience applying full range of labor and employee relations theories, principles, methods, and techniques to a wide variety of difficult and complex assignments. Experience providing sound technical advice to serviced commands and employees. Experience applying knowledge of human resources management principles, the Federal Personnel Manual and/or its successor documents from OPM, third party case law and related resources (FLRA, MSB, EEOC, FSIP, etc.), and all human resources regulations, with special emphasis in the area of labor and employee relations and EEO.
