You will serve as a HUMAN RESOURCES SPECIALIST in the US FLEET FORCES COMMAND of COMMANDER US FLEET FORCES COMMAND.
Duties
You will oversee a Human Capital Planning Program that encompasses a broad spectrum of Human Capital management issues.
You will develop issue analysis agenda/priorities that will support BSO 60 with a robust analysis of Human Resources (HR) strategic planning issues for leadership discussions.
You will thoroughly document human capital strategy delivery processes and baseline goals, and develop and monitor HC programs.
You will provide expert advice and guidance to commands to assess the effectiveness of HCM efforts.
You will determine where they are in implementing HC strategies to achieve organizational goals and actions required to achieve success and improve HC processes and strategies.
You will review business strategies and goals with executives and determine how HR can best support these strategies.
You will identify the HR functions to be measured that align with objectives.
You will conduct review of USFFC’s design and implementation of the DON Human Capital Operating Plan (HCOP) to support mission accomplishment and human capital outcomes.
You will use HRSTAT data analysis processes to cultivate partnerships between stakeholders within Fleet Forces enterprise to develop, implement and monitor human capital strategies together.
You will analyze performance measures to assess the achievement of performance objectives in the context in which the specific human capital program or policy functions.
You will identify relevant data to demonstrate the efforts made towards the goals outlined in Human Capital Operating Plans and their results.
You will assess and evaluate OPM, DOD, DON and USFFC long-range plans and goals in order to develop a comprehensive long-range Human Capital strategy for the fleet to increase efficiencies and accountability across USFFC
You will collaborate with senior leadership, HR Program Managers, OCHR, HROs, and subordinate commands to develop innovative HR management solutions that are impactful, agile, customer focused and operationally efficient.

- This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
Qualifications
To qualify for the HUMAN RESOURCES SPECIALIST-GS-0201-14 position, your resume must demonstrate at least one year (52 WEEKS) of specialized experience at or equivalent to the GS-13 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following:
Experience reviewing business strategy and goals with executives and determine how HR can best support these strategies.
Experience using the Human Capital Framework (HCF), conducts HC self-assessments in accordance with DCPAS and DON program guidance and report results and analysis of Component- led evaluation activities.
Experience using HRSTAT data analysis process and an organizational development tool to cultivate partnerships between stakeholders within Fleet Forces enterprise to develop, implement and monitor human capital strategies together.
Experience Leading collaborative efforts to formulate and administers command-wide human capital strategic plans to ensure alignment with program, command, DON, and DoD goals and initiatives.
Experience developing a comprehensive long-range Human Capital strategy for the fleet, ensuring the use of an enterprise-wide approach to generate efficiencies.
Experience gathering, analyzing, and synthesizing disparate, conflicting, and often politically sensitive information and data to develop comprehensive and detailed recommendations and advisory opinions.
Experience providing advisory services to Flag Officers, SES Members, management officials, HR Program Managers and HR specialists within the enterprise on complex human resources management issues or problems.
