You will serve as a Human Resources Specialist (Recruitment & Placement) in the Personnel Development & Allocation of COMMANDER US FLEET FORCES COMMAND.

Duties

You will develop, recommend, coordinate and implement command-wide policies, programs and/or strategies relative to staffing/recruitment and compensation/pay administration. You will develop and implement new/revised recruitment/staffing and compensation/pay administration policy. You will perform recruitment/staffing and compensation program evaluation functions. You will provide expert staff advisory services to senior leaders, supervisors and managers located within the U.S. and overseas on a variety of complex issues to include strategic workforce planning, workforce shaping, recruitment and retention. You will review existing and newly proposed business practices and recommend changes.

  • Within the Department of Defense (DoD), the appointment of retired military members within 180 days immediately following retirement date to a civilian position is subject to the provisions of 5 United States Code 3326.

  • You will be required to obtain and maintain an interim and/or final security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.
  • This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.

Qualifications

GS-14: Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-13 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: Experience applying a wide range of advanced recruitment/staffing and compensation principles, pay administration, concepts, regulations and practices; Experience applying consultative skills sufficient to resolve complex, critical and controversial staffing and placement problems or issues requiring isolating and defining unknown conditions/developing new concepts and methodologies; Experience providing technical advice in the development of recruitment/staffing and compensation/pay policy as an expert human resources consultant; Experience participating in the planning, development, evaluation and coordination of recruitment/staffing and compensation programs; Experience providing expert advice on command-wide impacts and implications of changes in personnel program policies, rulings and decisions; Experience providing authoritative policy interpretations on complex, controversial or precedent setting issues and to evaluate the worth of program accomplishments; Experience applying analytical and diagnostic techniques sufficient to perform extensive projects or studies; Experience evaluating and recommending appropriate courses of action for resolving complex HR problems; Experience applying analytical and diagnostic techniques sufficient to perform extensive projects or studies; Experience applying written and oral communication techniques to develop and deliver briefings, project papers, status/staff reports, correspondence to senior leaders, managers and supervisors; Experience utilizing automated databases (e.g. DCPDS, HR Links, etc.). GS-13: Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-12 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: Experience conducting policy reviews to evaluate federal civilian HR program effectiveness and compliance. Experience assisting in applying a wide range of recruitment/staffing and compensation principles, pay administration, concepts, regulations and practices; Experience resolving staffing and placement problems; Experience utilizing automated databases (e.g. DCPDS, HR Links, etc.). Experience applying written and oral communication techniques to develop and deliver briefings, papers, status and staff reports; Experience assisting in fact - finding, analysis and problem solving; Experience reviewing existing and newly proposed business practices and recommend changes.
