You will serve as a Human Resources Director (HRD) at the Fleet Human Resources Office, Norfolk (FLTHRO Norfolk). You will provide oversight of all civilian personnel advisory services and provide personnel services for over 8,500 navy civilian appropriate fund employees located at large, complex, multi-mission military installations, geographically dispersed throughout the United States.

Duties

You will manage a subordinate workforce through subordinate supervisors; who themselves oversee various combinations of divisions and teams of human resources specialists and support personnel. You will serve as advisor to senior level managers, commanders and staff personnel, providing guidance and assistance in all areas of personnel management. You will assess the impact on personnel program requirements and advise or guide managers on course of action that will effectively assist management in discharging civilian personnel responsibilities. You will participate in all major planning decisions involving mission requirements and their impact on the civilian workforce. You will keep abreast of employee satisfaction, morale; analyze other work force trends and changes in civilian personnel matters; and advise the Director of Civilian Human Resources, serviced commanders or managers of potential future problems. You will direct the establishment and issuance of administrative and personnel management guidance for application within the FLTHRO Norfolk. You will interpret, develop and implement policies, procedures and instructions governing the human resources program within the general framework generated by higher authority. You will be held accountable for FLTHRO Norfolk quality and quantity of work, regulatory compliance and effectiveness of service to management and employees. You will maintain liaison with the Office of Civilian Human Resources Operations Center Norfolk. You will exercise delegated managerial authority to set a series of annual, multi-year or similar types of long range work plans and schedules for in service or contracted work.

  • You will be required to obtain and maintain an interim and/or final security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.
  • You will be required to complete training, obtain, and maintain a government credit card for travel and travel-related purchases.
  • This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
  • This is a Mission Essential position. You will be required to ensure organization or facility continuity of operations and/or completion of tasks that are considered essential to the mission designated by a local or command decision.
  • Supervisors in the executive branch have a heightened personal responsibility for advancing government ethics. You will be required to review the 14 General Principles of Ethical Conduct at 5 CFR 2635.101.

Qualifications

Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-14 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: Executing, directing, or managing the delivery of civilian federal human resources (HR) services involving one or more of the following functions: staffing and recruitment, position classification, compensation, labor relations, employee relations, oversight of automated personnel information systems, or employee development; ensuring compliance with governing laws and regulations; developing, interpreting, or advising senior management on human resource policies and administration; or providing input for the strategic planning of human capital resources for an organization.
