You will serve as a Human Capital Workforce Development and Analytics Director (N1CP1) overseeing Human Resources Information Systems (N1CP1.1), Human Capital Assessment (N1CP1.2) and Fleet Workforce Development and Training (N1CP1.3) functions through direct and indirect program supervision for the United States Fleet Forces Command (USFFC).
Duties
You will support the command with innovative and effective strategies, services, and organization management and strategic sourcing solutions in Human Resources (HR) programs to accomplish its missions effectively and efficiently.
You will ensure customer requirements are met; maintain readiness of HR programs; develop/ implement policies and programs enhancing HR management; strategically plan; recommend policy and long-term plans for resource development and utilization.
You will implement the command's Workforce and Organizational Development program through the administration of various instructional programs to include the formal learning and development of Senior Executive Service (SES) and Flag candidates.
You will serve as a senior civilian HR advisor/consultant on internal policy boards, committees, councils and decision-making bodies dealing with program issues to ensure effective management to efficiently execute USFFC's strategic plan.
You will provide analysis and recommendations on policy development, preparation of plans and guidance, analysis and evaluation of program performance to leadership to make formal decisions.
You will assist and advise in the development of programs and standards supporting command-wide training and professional development to meet current and future mission of USFFC enabled by technically proficient staff and management personnel.
You will assist in the implementation of leadership, management, technical training, and career/professional development programs that equip the workforce with competencies to achieve excellence, including use of information resources and systems.

Qualifications
Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-14 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: Executing, directing, or managing the delivery of civilian federal human resources (HR) services through Human Capital Workforce Development and Analytics involving one or more of the following functions: Human Resources Information Systems, Human Capital Assessment, and/ or Workforce Development and Training; ensuring compliance with governing laws and regulations; developing, interpreting, and/or advising senior management on HR policies and administration; and providing substantive input to the strategic planning of human capital resources for an organization.
