You will serve as a Deputy Director Civilian Human Resources (DDCHR) in the Civilian Personnel Branch of United States Fleet Forces Command (USFFC). The incumbent is the principal strategic partner and advisor to U.S. Fleet Forces Command (USFFC) leadership on Civilian Human Resources (HR) matters and responsible for the execution of the USFFC HR program. Supervises the Director, Civilian Human Resources (DCHR) staff and Fleet Human Resources Office, Administrative Services Department.

Duties

You will serve as a member of the Command senior management team. You will assist the DCHR in developing and administering Command-wide guidance for HR programs, processes and operations which are responsive to Command requirements, goals, and mission. You will assist the DCHR with the full scope of responsibility for execution, evaluation and assessment of the Command HR program. You will be accountable to the Deputy Assistant Secretary of the Navy, Civilian Human Resources (DASN CHR) and Office of Civilian Human Resources (OCHR) for ensuring the Command HR program is executed consistent with DON policy and requirements. You will assist in providing technical direction and guidance to USFFC Human Resources Offices, USFFC HR Program Managers and the FLTHRO Administrative Services Department. You will collaborate with OCHR Operations Center Directors to provide quality end-to-end HR services to the Command. You will manage Command-wide HR initiatives and ensure those efforts are appropriately resourced. You will prepare business cases to support HR initiatives and develop and explain total HR costs.

  • You will be required to obtain and maintain an interim and/or final Secret security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.
  • You will be required to complete training, obtain, and maintain a government credit card for travel and travel-related purchases.
  • his position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.

Qualifications

Your resume must demonstrate at least one year of specialized experience equivalent to the next lower grade level (GS-13) or pay band in the federal service or equivalent experience in the private or public sector executing, directing, or managing the delivery of civilian federal human resources (HR) services involving one or more of the following functions: recruitment and staffing, classification, compensation, labor relations, employee relations, oversight of automated personnel information systems, or employee development; ensuring compliance with governing laws and regulations; developing, interpreting, and/or advising senior management on HR policies and administration; and providing substantive input to the strategic planning of human capital resources for an organization.
