You will serve as a SECURITY SPECIALIST (INFOSEC) in the COMMAND OPERATIONS GROUP and SECURITY DEPARTMENT of FLEET READINESS CENTER SOUTHWEST. The incumbent will be responsible for implementing Key Management Infrastructure (KMI) program under the general direction of the Security Officer and Senior Specialist. The duty location of this position is Naval Air Station, San Diego, CA.

Duties

You will be responsible for the proper handling and safeguarding of all KMI (Key Management Infrastructure) hardware and software. You will serve as the Windows Client Platform Administrator (CPA) for the KMI platform. You will create, modify and delete CPA and Windows User Accounts. You will perform IAVA software updates, KMI database backups, Client Host Archives and Audits on various devices within the account. You will maintain the Common Account Data (CAD), account registration and credentials. You will oversee the implementation of and compliance with Over-the-air Re-key (OTAR) and Over-the-air Transfer (OTAT) procedures. You will be responsible for ensuring the accuracy of the records maintained for the Command's COMSEC account. You will be responsible for accounting and disposition of classified documents, electronic/physical keying material, and equipment.

  • Generally, current federal employees applying for GS jobs must serve at least one year at the next lower grade level. This requirement is called time-in-grade. Time-in-grade requirements must be met by the closing date of this announcement.
  • Within the Department of Defense (DoD), the appointment of retired military members within 180 days immediately following retirement date to a civilian position is subject to the provisions of 5 United States Code 3326.
  • Males born after 12-31-59 must be registered for Selective Service.
  • You will be required to obtain and maintain an interim and/or final security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.
  • Successful completion of a pre-employment drug test (including marijuana) is required. A tentative offer of employment will be rescinded if you fail to report to the drug test appointment or fail the test. You will be subject to random testing.
  • This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
  • Must obtain and maintain Security certification within six months of appointment

Qualifications

Your resume must demonstrate at least one year of specialized experience at or equivalent to the (GS-09) grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: 1) Developing guidance and applying security policy, procedures, techniques, and methods to a variety of security related matters; 2) Utilizing the proper approach towards the distribution and management of communications security (COMSEC) material and/or the handling of classified and sensitive information; 3) Handling and safeguarding all Key Management Infrastructure (KMI) hardware and software; 4) Demonstrating successful training and a thorough understanding of Data Transfer Device (DTD) operations; 5) Loading electronic key from the MGC to fill devices for end user requirements; and 6) Providing guidance and communication effectively, verbally and in writing (formal investigative reports, memorandums, messages, letters etc.), with military and civilians of all ranks and grades. Ph.D. or equivalent doctoral degree

3 full years of progressively higher level graduate education leading to such a degree

LL.M., if related.

Have a combination of experience and graduate education as described above that equates to one year of experience. My percentage of the required education plus my percentage of the required experience equal one hundred percent.
