You will serve as a SECURITY SPECIALIST in the Commander Helicopter Sea Combat Wing, Pacific (CHSCWP) of HELICOPTER SEA COMBAT WING PAC FLEET.

Duties

You will serve as a Security Specialist developing long-range program plans, goals, objectives and milestones to evaluate the effectiveness of the Special Access Program. You will provide leadership and oversight in all the security disciplines. You will coordinate the planning and development of the OPSEC Program through analysis and research. You will manage all Special Access programs and facilities and provide day-to day security, management , oversight, and standardization of government and contractor operated SAP facilities. You will be responsible for subordinate employee recruitments, selections, and training, performance assessments, work assignments, salary, and recognition/disciplinary actions. You will design, develop, review, edit and implement Facility Operating Procedures (FOP). You will manage site surveys, staff assist visits, and quality control inspections for compliance with regulatory requirements. You will develop and conduct special security briefings/debriefings for personnel granted access. You will analyze and resolve difficult, complex and unusual problems in regards to unique physical, administrative and operational requirements of Special Security and Special Access Programs. You will prepare reports and briefings on complex topics.

  • Generally, current federal employees applying for GS jobs must serve at least one year at the next lower grade level. This requirement is called time-in-grade. Time-in-grade requirements must be met by the closing date of this announcement.
  • Within the Department of Defense (DoD), the appointment of retired military members within 180 days immediately following retirement date to a civilian position is subject to the provisions of 5 United States Code 3326.
  • Males born after 12-31-59 must be registered for Selective Service.
  • You will be required to obtain and maintain a current valid United States driver’s license.
  • You will be required to obtain and maintain an interim and/or final security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.
  • Successful completion of a pre-employment drug test (including marijuana) is required. A tentative offer of employment will be rescinded if you fail to report to the drug test appointment or fail the test. You will be subject to random testing.
  • This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
  • Supervisors in the executive branch have a heightened personal responsibility for advancing government ethics. You will be required to review the 14 General Principles of Ethical Conduct at 5 CFR 2635.101.

Qualifications

Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-11 grade level or pay band in the Federal service or equivalent experience in the private or public sector evaluating the effectiveness of a security program in developing and implementing policies and procedures to ensure compliance and recommend enhancements in relation to security clearances and special access issues. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., professional, philanthropic, religious, spiritual, community, student, social).
