The selectee of this position serves as a Budget Analyst responsible for performing a wide variety of administrative and analytical duties connected with the formulation, justification, presentation, execution, and review of Court Security funding. This position is located in the Judicial Security Division, Arlington, VA.

Duties

As a Budget Analyst at the GS-0560-11/12 grade level, some of your typical work assignments may include, but are not limited to, the following: Develops proposals for budgetary policy and procedural guidance for issuance to USMS district and program offices. Assists in developing policy and establishing standards and procedures for preparation and completion of budget estimates for USMS program and district offices. Reviews and analyzes budget estimates and requests submitted by USMS district and program offices for format, mathematical accuracy, adequacy of supporting narrative justification, conformity with budgetary policy and guidelines, and propriety of proposals. Works directly with program and district offices to obtain necessary changes and revisions. Develops recommendations for approval of district and program offices' funding decisions. Requirements

  • Must be a U.S. Citizen or National.

Qualifications

MINIMUM QUALIFICATIONS: To be considered minimally qualified for this position, you must demonstrate that you have the education and/or experience required for the grade level(s) to which you apply. To qualify at the GS-11 grade level, you must meet one of the following: Specialized Experience: Experience that equipped you with the particular knowledge, skills, and abilities to perform successfully the duties of the position, and that is typically in or related to the work of the position to be filled. You must have at least one year (12 months) of specialized experience equivalent to at least the GS-9 grade level in the Federal service performing the following duties: Analyzing budget estimates for mathematical accuracy and compliance with budgetary policy and guidelines; Reviewing material to be used in the development of the budget estimates for new programs, proposals, expansion, or modification of existing programs or activities; Maintaining accounting systems to track obligations, expenditures, or flow of funds; and Assisting in performing budget execution and budget formulation functions. OR Education: Must have a Ph.D. or equivalent doctoral degree or 3 full years of progressively higher-level graduate education leading to such a degree in a field which demonstrates the knowledge, skills, and abilities necessary to perform the work of the position, such as business, accounting, finance, or other closely related field. (You must submit transcripts.) OR Combination: Combination of the above described education and specialized experience such that they total 100% when combined. To determine your combination, first compute your experience as a percentage of the experience listed above; then determine your education as a percentage of the education listed above; then add the two percentages. The total percentages must equal at least 100 percent. Only graduate level education in excess of two years (36 semester hours) may be combined with specialized experience. (You must submit transcripts.) To qualify at the GS-12 grade level, you must meet the following: Specialized Experience: Experience that equipped you with the particular knowledge, skills, and abilities to perform successfully the duties of the position, and that is typically in or related to the work of the position to be filled. You must have at least one year (12 months) of specialized experience equivalent to at least the GS-11 grade level in the Federal service performing the following duties: Performing budget execution and budget formulation functions; Maintaining accounting systems to track obligations, expenditures, or flow of funds; Providing advice, recommendations, and assistance for budgetary actions to personnel; Identifying opportunities and recommending improvements to budgetary processes, policies, or procedures; and Drafting budget execution and budget formulation briefing materials. There is no education substitution for the GS-12 grade level. When citing your education and/or experience, be clear and specific. We cannot make assumptions about your education and/or experience. Foreign Education: If you are using education completed in foreign colleges or universities to meet the qualification requirements, you must show that the education credentials have been evaluated by a private organization that specializes in interpretation of foreign education programs and such education has been deemed equivalent to that gained in an accredited U.S. education program; or full credit has been given for the courses at a U.S. accredited college or university.
