About the Position: Serves as the Budget Officer and Deputy Director, Resource Management, with supervisory responsibilities and delegated authority for administrative control of funds and responsibility for the total budgetary operations of Arlington National Cemetery.
Duties
Monitors the execution , use, and rate of expenditures of appropriated funds or funds available.
Reviews, analyses, consolidates, and edits budget estimate and request for allocation submitted by managers of assigned programs or components for accuracy, format, adequacy of supporting justification and conformance to policy and guidelines.
Develops, implements , and advises on agency policies and controls for acquisition, allocation, distribution, obligation, and expenditure of approved budgets.
Prepare materials to be used by the agency leaders to testify before Congressional Hearings.
Track pending appropriation legislation through congress and prepares special repot and summaries to the nature of the legislation for use in budget planning.
Resolves technical and administrative problems presented by subordinates.
Conduct review and analysis of contracting requirements and assess future Arlington National Cemetery needs.
Plan, direct, coordinate, and organize in-depth analysis and review of organization's management controls and related program requirements.

Specialized experience is defined as: providing advice and assistance to agency management on budgetary matters; formulating, presenting and executing the agency budget; providing advice on the budgetary implications of policy and legislative proposals, and recently enacted legislation; evaluating the progress and cost effectiveness of accomplishing program plans, goals and objectives. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-13)
