About the Position: The pay band NH-04 includes the General Schedule grade equivalent to GS-14 to 15. Other initiatives under the Acquisition Demonstration Project include simplified classification, streamlined hiring process and expanded developmental opportunities.
Duties
Serves as Branch Chief for the Enterprise Budget Team within the Deputy Assistant Secretary of the Army for Defense Exports and Cooperations (DASA(DEC)) Enterprise Policy and Resources Directorate.
Drives efficiency across Army SC enterprise by allocating funding in line with Army SC strategic objectives.
Create funding memos and other documentation of enterprise budget/spend metrics.
Evaluates core performance metrics and translates data into insights to improve partner service and delivery, enterprise transparency and efficiency.
Supports the development of briefing material for senior level congressional and inter-agency engagements.
Creates training aids, standard operating procedures (SOPs) and socialization presentations to ensure adoption and consistency of these new initiatives.
Requirements
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- Male applicants born after December 31, 1959, must complete a Pre-Employment Certification Statement for Selective Service Registration.
- One year trial/probationary period may be required.
- This is an Army Acquisition, Logistics and Technology Workforce position. Selectee must meet position requirements for Business - Financial Management (Bus-Fm) Certification within 5 years of entrance on duty.
- Selectee must be able to obtain and maintain a Secret security clearance.
- This position requires temporary duty (TDY) travel up to 25% of the time.
- THIS IS A FINANCIAL MANAGEMENT Level 3 Certified position designated as such in accordance with the National Defense Authorization Act (NDAA) 2012.
- This position is supervisory as defined by the Office of Personnel Management's (OPM) General Schedule Supervisory Guide (GSSG). A one year probation to assess your ability to perform supervisory duties is required unless previously completed.

Specialized experience: To qualify, applicants must possess one year of specialized experience equivalent to the next lower grade/level (NH-03). Specialized experience: 1) Interpreting higher headquarters planning, program, and/or budget guidance; 2) planning, developing and/or implementing organizational-wide resources management programming, budgeting policies and/or procedures; 3) recommending corrective budget, reprogramming or fund distribution actions for optimum program accomplishment or effectiveness; and 4) providing leadership to the resource management team through subordinate supervisors or team leaders.
