The selectee of this position serves as a Supervisory Budget Analyst responsible for directing and managing the United States Marshals Service (USMS) Budget Formulation Program. This position is located in the Financial Services Division, Arlington, VA.

Duties

As a Supervisory Budget Analyst at the GS-0560-15 grade level, some of your typical work assignments may include, but are not limited to, the following: Serve as the technical authority on budget formulation; provides expert advice, direction, and assistance on budget formulation to all levels of USMS management. Plan, organize, and carry out annual and multi-year, multi-appropriation budgeting in a highly technical and complex organization. Review pending/proposed legislation and regulations which may have an impact on the USMS budget and advises agency leadership of the impact on budget formulation. Develop short- and long-range plans for the management of human and material resources to achieve program objectives. Provide technical and policy advice for work accomplishment, resolve work related problems, and accept or reject work in terms of established standards. Identifies training needs and provides on-the-job training or initiates action for other training to develop employee skills. Requirements

  • Must be a U.S. Citizen or National.
  • Must pass a pre-employment drug screening and background investigation.
  • Must be able to obtain and maintain a Top Secret security clearance.
  • This is a Testing Designated Positions (TDP) and is subject to random drug testing.
  • May be required to successfully complete a trial/probationary period.
  • May be required to successfully complete a supervisory probationary period.
  • Must be a Current DOJ employee and meet time-in-grade requirements for consideration. (52 weeks at the next lower grade level)

Qualifications

TIME-IN-GRADE REQUIREMENTS: Merit Promotion applicants must provide an SF50 Notice of Personnel Action that indicates proof of status and time-in-grade eligibility. The SF50 must include the position, title, series, grade, step, tenure, type of service (Competitive or Excepted) and career status (career or career-conditional). No award SF50 will be accepted as proof of status and time-in-grade eligibility. One year at the GS-14 grade level is required to meet the time-in-grade requirements for the GS-15 grade level. MINIMUM QUALIFICATIONS: To be considered minimally qualified for this position, you must demonstrate that you have the education and/or experience required for the grade level(s) to which you apply. To qualify at the GS-15 grade level, you must meet the following: Specialized Experience: Experience that equipped you with the particular knowledge, skills, and abilities to perform successfully the duties of the position, and that is typically in or related to the work of the position to be filled. You must have at least one year (12 months) of specialized experience equivalent to at least the GS-14 grade level in the Federal service performing the following duties: Providing technical budget advice or guidance to a variety of audiences at varying organizational levels (e.g., management, peers, support staff); Developing analysis and estimates of funding and manpower needed to support program areas; Preparing written justification for requested funds and manpower; and Assisting with budget formulation within different levels of an agency.
