This is a Direct Hire Authority (DHA) solicitation utilizing the DHA for DHA for Certain Personnel of the DoD Workforce to recruit and appoint qualified candidates to positions in the competitive service.
About the Position: Serve as the Management and Program Analyst (Talent Management) with the US Army Personnel Operations Group, USA Talent Innovation & Assessment Group, Talent Innovation Development Element, Arlington, VA.
Duties
Investigate industry best practice, develop appropriate research plans, gather data, conduct data analysis, review, test/pilot initiatives, implement, and innovate talent management practices in support of the Armyβs Human Capital Enterprise (HCE).
Manage talent management initiative development efforts, facilitate policy, organizational, and process changes.
Provide guidance and leadership to junior Program Analysts working within the USATIAG, managing projects and overseeing team data collection, trend analysis, initiative development, text/document and briefing/presentation development.
Prepare reports, briefings, and other communications material (e.g. white papers, analytical documents, emails, executive summaries).
Liaise and work with sister service and designated foreign representatives on projects pertinent to the acquisition, development, assessment, employment, incentivization, and retention of talent.
Requirements
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- Must be able to obtain and/or maintain a Secret security clearance.
- May be required to travel up to 5% of the time.

Specialized experience: One year of specialized experience which includes working with complex organizations assessing and implementing talent management initiatives; applying a variety of qualitative and quantitative methods to assess organizational changes/business processes and improve talent management initiatives; and preparing reports, briefings, and other communications material. This definition of specialized experience is typical of work performed the next lower grade/level position in the federal service GS-11
