About the Position:The T&E Executive mission is to support chemical, biological, radiological and nuclear defense (CBRND) acquisition by ensuring adequacy of test planning and execution, providing CBRND T&E governance and policy, developing/approving joint T&E Standards coordinated with interagency and international partners, and providing Office of the Secretary of Defense (OSD) oversight for all T&E activities related to CBRND for the four services.
Duties
• Incumbent will lead O-6/GS-15 level collaborative efforts to solve issues that hinder T and E data required for the evaluation of warfighter chemical, biological, radiological (CBR) Defense systems.
• Problem solves for issues with funding, Test and Evaluation (T and E) physical and intellectual infrastructure, and test methodologies.
• Incumbent will frequently brief GO/SES leadership on project progress, and will be responsible for fully monitoring, reviewing, and providing recommendations on Congressional requests for documents and information.
• Incumbent is relied upon to plan, direct, coordinate, and expedite CBDP projects and actions appropriate for each assignment using qualitative and quantitative analysis techniques.
• Identifies, quantifies, and evaluates the balance between service requirements, program goals, technical and financial resources and policies in order to recommend the best course of action for T and E challenges.
Requirements
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- Incumbent subject to a One-year probationary period unless the appointee has previously met the requirements as described in 5 CFR Part 315.
- Temporary Duty (TDY) business travel may be required up to 25% of the time.
- This position is subject to a pre-employment drug screening, and random testing thereafter.
- Must be able to obtain and maintain a Top Secret SCI security clearance.

Specialized Experience: One year of specialized experience which includes 1. Coordinating special projects involving Test and Evaluation (T&E) capabilities, infrastructure, and facilities planning. 2. Briefing General Officer (GO)/ Senior Executive Service (SES) leadership on project progress and status of ongoing actions. 3. Utilizing wide variety of analytical tools such as life cycle cost and cost benefit analyses to improve Chemical and Biological Defense Program (CBDP) T&E effectiveness and efficiency. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-14).
